Cultivate Learning is funded by the Washington State Department of Children, Youth and Families (DCYF) and provides training and research on the quality of childcare and early learning in Washington State. Currently, Cultivate Learning is involved in the Washington State Quality Recognition and Improvement System (QRIS) standards initiative, Early Achievers. Cultivate Learning is an essential part of Washington’s early learning system to give childcare providers the support and skills they need in order to help children develop the skills they need to be successful in school.
Cultivate Learning has an outstanding opportunity for a Database and Software Developer. Reporting to the Data Manager, the Database and Software Developer will work with the Washington State Quality Recognition, Community Engaged Research and Evaluation (CERE), and Professional Development Teams at Cultivate Learning as well as state and regional partners including administrators, principal investigators, study coordinators, research staff, and data collection staff. This role is responsible for the design, planning, development, support and integration of all elements of comprehensive data warehouse, business intelligence and reporting platforms. This position will ensure that data warehouse performance is efficient and effective in support of the organization’s ongoing reporting and analytics requirements. Key elements to the success of this position include: planning and delivering new data integration and reporting functionality; working with stakeholders to gather specifications, documenting specifications based upon discrete use cases and developing new features in accordance with those specifications; testing and debugging new functionality based upon operational requirements; and, monitoring data flows between databases, servers and/or Cloud services to identify and implement the most suitable integration. Under the direction of the Data Manager the Database and Software Developer additional responsibilities will include ongoing evaluation, monitoring, coordination, and implementation of data management and database development tools and SharePoint sites.
DUTIES AND RESPONSIBILITIES
In support of the Washington State Quality Recognition and Professional Development Teams, the duties of the Database and Software Developer will include but are not limited to:
Reporting
Complex report generation.
Generate data dashboards, reports and analysis using Power BI.
Oversee report generation both on-going and ad hoc reporting.
Access and integrate data from various data systems.
Thorough documentation of systems, including changes and business rules.Application and Tool Development
Database application development.
Leverage a variety of programming languages and tools to design solutions to meet emergent system business needs.
Design and build custom business applications using Microsoft Power Platform tools.
Design, build and maintain applications to access SQL data, to accomplish business needs.
Develop tools for data collection processes.
Design testing scenarios and debug new applications.
Develop and deliver training for computer applications.Database Development and Maintenance
Design and build new SQL databases and maintain existing databases.
Oversight and management of datasets for research projects.
Development of data storage and data protocols for research projects.
Monitor data quality and ensure data integrity.SharePoint Development and Maintenance
Design, build, and maintain SharePoint Sites to meet team business needs.
Develop and manage SharePoint permission schema.Server Development and Maintenance
Maintain and update Windows and Linux servers used by the Quality Recognition team.Project Management
Responsible for hands-on project management of various Quality Recognition and Professional Development team projects to define project scope by articulating stakeholders’ needs, formulating strategies, and developing proposals, including timelines and deliverables, and successful delivery of projects to stakeholders.
Track project requirements and ensure requirements are clear.
Create and maintain comprehensive project documentation.
Other related duties as assigned.Stakeholder Engagement and Systems
Represent Cultivate Learning and maintain effective relationships with stakeholders and partners.
Attend conferences and training as required to maintain proficiency.
Develop spreadsheets, diagrams and process maps to document needs in collaboration with partners.
Speak to diverse audiences in a language and manner that connects with their interests while explaining in clear terms Cultivate Learning’s work and mission.
Develop a broad understanding of all Cultivate Learning and Early Achievers program data systems and guide the program and staff in streamlining systems. MINIMUM REQUIREMENTS
Bachelor’s degree in computer science or data Science.
1-3 years of experience in database management. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS
SQL, HTML, SharePoint.
Microsoft PowerApps, Power Automate, Power BI.
Microsoft Office Suite of Applications.
1-3 years of experience with SharePoint and/or equivalent experience. DESIRED QUALIFICATIONS
Master’s degree.
Advanced training in computer science, programming or informatics.
Experience with Windows and/or Linux Servers.
Experience with SAS, SPSS, R, Python, PHP, NVivo, Atlas-TI or other statistical software and programming languages.
Experience with SharePoint management.
Experience working in an education setting. CONDITIONS OF EMPLOYMENT
Demonstrated ability to maintain strict confidentiality of data, ability to adhere to institutional review board (IRB) regulations related to studies of human subjects.
Excellent communication, documentation and teamwork skills.
