Cultivate Learning is funded by the Washington State Department of Children, Youth and Families (DCYF) and provides training and research on the quality of child care and early learning in Washington State. Currently, Cultivate Learning is involved in the Washington State Quality Recognition and Improvement System (QRIS) standards initiative, Early Achievers. Cultivate Learning is an essential part of Washington’s early learning system to give child care providers the support and skills they need in order to help children develop the skills they need to be successful in school.

Cultivate Learning currently has an outstanding opportunity for a Community Liaison Lead. The Community Liaison Lead will be a member of the quality recognition team. This position works closely with quality recognition, community engaged research and evaluation, and professional learning and coaching teams, as well as with stakeholders, partner agencies and funders. This position is responsible for collaborating and supporting the development and implementation of technical support and training materials related to the Quality Recognition components and community liaison work. This work requires a high degree of collaboration with diverse stakeholders both virtually and in person and supports the Tribal and community liaison manager in supervising a team of regional community liaisons.

POSITION COMPLEXITIES Reporting to the Tribal and Community Liaison Manager, the Community Liaison Lead plays a pivotal role in supporting Cultivate Learning’s work on Early Achievers and related initiatives. This position works in conjunction with Cultivate Learning's PD Team on the development of professional development (PD) materials to support community liaisons, programs, coaches, and stakeholders in engaging effectively with the Early Achievers system. The Community Liaison Lead also supports the development of PD resources related to the Coach and Educator Community Interface (CECI) and ensures alignment with best practices and system needs.

In addition to collaborating on CECI technical support materials, user testing and development, this role involves providing strategic support for the Community Liaison team by overseeing daily operations in the absence of the Community Liaison Manager, onboarding and training new Community Liaisons, and collaborating closely with the Assistant Manager of Quality Recognition and the Community Liaison Manager. The position contributes to strategic planning for queue management, determining system needs, and ensuring effective communication with partners and stakeholders.

The Community Liaison Lead also participates in the creation of communication strategies and marketing plans to provide clear information to educators and coaches and actively engages with various stakeholder workgroups to facilitate alignment between system goals and provider needs.

DUTIES AND RESPONSIBILITIES Program and Training Development

  • Develop, maintain, evaluate, and revise professional development materials to support community liaisons, Early Achievers programs, coaches, and stakeholders in conjunction with the PD team.

  • Collaborate with the CECI development team to ensure resources are user-friendly, effective, and aligned with best practices.

  • Develop and deliver training for new Community Liaisons and oversee their onboarding in collaborating with the Tribal and community liaison manager and the associate director of quality recognition.

  • Research and implement evidence-based best practices for professional development and technical support documents.

  • Create and manage PD opportunities to support community liaison, provider and coach engagement in the Early Achievers system.

  • Attend conferences and present on Early Achievers materials as needed.Strategic Planning and Oversight

  • Facilitate strategic planning with the Community Liaison Manager and Assistant Manager of Quality Recognition for queue management of programs participating in Early Achievers and determining system needs.

  • Serve as the acting manager of the Community Liaison team in the absence of the Community Liaison Manager.

  • Participate in stakeholder workgroups to represent Cultivate Learning’s goals and strategies effectively.

  • Develop communication strategies to disseminate system updates, including PD opportunities and policy changes.Collaboration and Technical Assistance

  • Manage a caseload of providers and assume responsibility for programs when they are identified to have a high need or extenuating circumstances.

  • Manage support tickets and resolve system-related issues affecting providers and coaches.

  • Work closely with state-level and regional partners to deliver technical assistance aligned with Early Achievers’ goals.

  • Develop and implement "train-the-trainer" models to expand the reach of PD resources.

  • Coordinate with internal teams, including Quality Recognition and Outreach, to ensure alignment and system coherence. MINIMUM REQUIREMENTS

  • Master’s degree in education, Early Childhood Learning, or a related field.

  • At least 1 year of experience, including work in system-level change. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

  • Demonstrated experience with technical assistance and professional development design.

  • Comfortable with various data systems and databases including experience with managing user testing protocols.

  • High comfort level interacting with diverse stakeholders, including experts, faculty, funders, policymakers, and early learning professionals.

  • Exceptional written and verbal communication skills.

  • Strong organizational and project management skills, with excellent attention to detail.

  • Proficiency in Microsoft Office and other relevant software.

  • Demonstrated commitment to equity and inclusion. DESIRED QUALIFICATIONS

  • Knowledge of early childhood systems at the national and local levels.

  • Expertise in Washington State’s QRIS (Quality Rating and Improvement System).
