Reporting to the Vice Chancellor for Finance and Administration (VCFA), this position supports the financial and planning operations of the University of Washington Tacoma (UWT). The Associate Vice Chancellor for Fiscal Planning and Budget (AVCFPB) will advise executive leadership, academic deans and directors, managers, other staff and students on best practices for fiscal policies and procedures. In conjunction with the VCFA this position will provide short- and long-range forecasting and budget planning across the Campus.
This position must be adept at understanding and planning for financial sustainability in a much higher risk environment. The shift in reliance on tuition rather than state funding has a profound change in how to manage the finances of the Campus. This position must work in this new and changing environment in conjunction with the VCFA to provide leadership for the creation of new policies and procedures for management and academic leaders at both the Campus level and within the structure of the University at large. This position is responsible for fiscal projections that directly influence decisions that impact the Campus’ operations, both long and short term.

DUTIES AND RESPONSIBILITIES Leadership, Policies & Procedures, Communications & Relations (30%)
Provides management guidance to staff for long-term fiscal cyclic requirements; determines deadlines and plans staffing requirements for special fiscal projects; initiates and develops fiscal management reports as required for effective budget and management practices.
Serves as required, or as necessary, on various committees throughout the Campus and University.
Fosters partnerships with other departments on Campus and/or throughout the University, as appropriate to topics of interest to the Campus.
Serve as a liaison with and provide advice to department administrations regarding accounting rules, policy interpretation, and related compliance issues.
Provide guidance, direction, and training to campus departments on finance policy and procedure to enhance campus effectiveness and customer service.
Develop and maintain campus policies and procedures to ensure compliance with State and Federal laws and regulations, and University fiscal policies.
Recommend changes in policies/procedures to serve the best interest of the Campus.Fiscal Strategic Planning (25%)
As a member of the VCFA’s Management Team, and the Chancellor’s Budget Advisory Committee, provide additional strategic input for the fiscal and administrative functioning of the Campus and make recommendations regarding fiscal, business, operational, budgetary and human resources matters.
Evaluate and advise the VCFA, Executive Vice Chancellor for Academic Affairs (EVCAA), Deans/Directors, staff and students on fiscal decisions.Long and Short-term Budget Planning and Assessment (25%)
Participate in the development of the long-range plans and budget requests, including new programmatic initiatives and biennium budget requests.
Serve as an advisor to the VCFA, Chancellor and other academic leaders regarding budget recommendations and policies. Serve on the campus Executive Budget Committee.
This committee makes recommendation directly to the Chancellor regarding distribution of new funding, program and service enhancements, facility and equipment purchases, recommendations for fiscal viability of new program proposals and temporary funding requests from across the Campus.Budget & Fiscal Operations (15%)
Provide reports and advice regarding expenses, revenue, cost centers, and short and long-range projections for the Campus.
The AVCFPB is responsible for developing financial and business plans for new collaborations/partnerships, projects and programs to support campus growth and decision making.
The AVCFPB is responsible for research and complex financial and operational analyses which involve the application and interpretation of rules, regulations, procedures and policies, problem solving, and analysis/interpretation of qualitative and quantitative data.
This position will be responsible for planning to ensure that operations are effective and efficient, assets are safeguarded, reliable financial and operational data is maintained, and applicable laws, regulations, policies, and procedures are complied with.Team Work (5%)
Primary substitute for the Vice Chancellor for Finance and Administration in her/his absence for all matters in Finance and Administration.
In the event that the campus may be faced with an institutional emergency, this position may be required to remain at their work location or report to work to protect, recover, and continue operations at the campus.
Serves on national and statewide committees as necessary and/or required. MINIMUM REQUIREMENTS
Master’s degree in Business Administration, Public Administration or a related field and at least three years of progressively responsible experience in leadership and management accountabilities preferably in a higher education system, with an emphasis on financial management and/or capital project development. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS
Solid knowledge of accounting and budgeting with an ability to communicate budget information in an understandable way.
Experience in managing organization-wide financial and project management systems.
Experience in collaborating with executive-level leadership in providing strategic direction in a multi- dimensional organization or higher education system.
Demonstrated ability to implement positive change in a complex organizational environment.
Skill in working collaboratively and assertively with a wide range of senior officials representing business partners, community groups, and government agencies.
Capable of balancing the need for both collaborative engagement and timely decision-making.
Demonstrated respect for and ability to work effectively in a shared governance environment.

Understanding of Washington State budget process; including how to track the budget process and details; and how to review legislative proposals, understand local impact and develop fiscal analysis accordingly.
