POSITION PURPOSE The Civil and Environmental Engineering Department at the University of Washington houses several transportation-related centers. Two of these centers work very closely as they share a director and their goals and missions are highly related, creating many synergistic opportunities. These two centers include the Pacific Northwest Transportation Consortium (PacTrans) and the Northwest Tribal Transportation Assistance Program (NW TTAP) Center. This position will oversee the daily operations of both centers, including a staff that works collaboratively on both Centers.

PacTrans is the Regional University Transportation Center (UTC) for Federal Region 10. PacTrans is primarily a research center focusing on developing human-centered and transformative multimodal mobility solutions for an equitable Pacific Northwest. Major goals and objectives of PacTrans include serving as Region 10’s research engine, applied technology showcase, workforce development base, education leader, information center, and collaboration platform. PacTrans is a consortium of transportation professionals and educators from six universities and colleges located around the Pacific Northwest: Portland State University (PSU), the University of Alaska Anchorage (UAA), the University of Idaho (UI), the University of Washington (UW), Washington State University (WSU), and the Northwest Indian College (NWIC).

The NW TTAP Center is the regional Tribal Transportation Assistance Program (TTAP) Center for the Bureau of Indian Affairs (BIA) Northwest Region 6, one of seven Centers across the country. The Center is housed in the Department of Civil & Environmental Engineering (CEE) within the College of Engineering at the UW with Eastern Washington University being a partner. The core initiatives of the TTAP Centers are to provide workforce development support through training, technical assistance, and technology transfer opportunities for Tribal communities in their region to address transportation or mobility needs.

The Assistant Director (Manager of Program Operations) reports directly to the Centers’ Director, supports the two center programs through multiple channels, and is responsible for day-to-day operations and administrative management on behalf of the Director/Principal Investigator. The person in this role oversees the business, communication, outreach, and daily operations of both Centers. This includes matters pertaining, but not limited, to: budgets and finance, communications, building partnerships, event facilitation, workforce development, and research management. The Assistant Director (AD) also meets with the director regularly to make sure normal operations are being completed timely and to discuss new ideas, opportunities, and partnerships.

The AD is responsible for overseeing a fast-paced, high-functioning office. The ideal candidate will be able to keep up with this pace, while not allowing anything to slip through the cracks. The AD must remain diplomatic in dealing with multiple competing deadlines and stakeholders, from research partners, sponsor representatives, Tribal communities, and UW central offices. Both Centers have regular reporting requirements to keep the US Department of Transportation informed on progress and impact, which is crucial for the sustainability and long-term funding of the programs. The AD represents both Centers at regional and national conferences and is seen as the "face" of the UW operations. The University of Washington recognizes the oppression endured by Tribal communities instituted by state and federal agencies. The person in this role must integrate this historical context in their approach to this program.

These two Centers bring significant financial resources to the University and our department. Each works broadly across campus to engage interdisciplinary approaches to solving transportation problems. Other departments that our Centers collaborate with include Computer Science and Engineering, Electrical and Computer Engineering, Industrial & Systems Engineering, eScience, and Urban Design and Planning, among others. PacTrans has been in existence since 2012 and has developed a long-standing reputation for education and research excellence. The NW TTAP Center program, in its current form, is relatively new but seeks to address many critical challenges faced by the tribal communities in our region. The AD is delegated authority by the Director to set up connections with local partners and make decisions related to training, technical assistance, technology transfer, stakeholder engagement, and strategic vision.

DUTIES AND RESPONSIBILITIES Center Leadership 40%

  • In conjunction with the Director and Boards of Direction, develop short- and long-term goals for the success of each Center, with measurable outcomes tied to the strategic vision for the Centers.

  • Oversee day-to-day operations of each Center, including all operations about budget & finance, workforce development, research, technology transfer, technical assistance, training of staff, communications, and outreach.

  • Organize, direct, and coordinate each Center's financial support operation including strategic planning, budgeting, and fiscal processing.

  • Organize center events following each Center’s operations plan.

  • Develop policies and procedures, and measure metrics for program success through the grantor reporting requirements of both Centers.

  • Develop and maintain an annual work plan for each Center to ensure the achievement of each Center’s mission and goals. Staff Supervision 30%

  • Direct work of each Center’s support staff. Oversee those responsible for aiding the AD with their day-to-day tasks such as hosting seminars/webinars, preparing the annual conference, and other miscellaneous meetings.

  • Set expectations and priorities for staff, evaluate performance, and conduct improvement plans.

  • Supervise fiscal management of financial resources (e.g. grants and contracts, state funds). The AD has decision-making authority and must exercise independent judgment to facilitate the maximum use of the Center's resources.

  • Oversee workforce development, technical assistance, and training staff to build programs that support the external partners and stakeholders of each Center.

  • Supervise communications and marketing staff to maintain various websites, and produce media such as digital newsletters and annual reports to effectively communicate with external partners and stakeholders.

  • Oversee research management staff who facilitate research requests for proposals, establish selected projects, and manage the progress of projects throughout the research process Relationship Building and Cultivation 20%

  • Build new and enhance existing partnerships by attending local, regional, and national meetings, seminars, conferences, and summits to identify new potential partners and collaborators.

  • Serve as each Center’s representative while attending local, regional, and national meetings and events.

  • Communicate with the general public about questions regarding ongoing PacTrans initiatives and research.

  • Follow up with new connections to establish potential partnerships and projects.

  • Align Center goals that assist Center staff with developing programs to achieve the training and workforce development goals as well as the goals of the community. Communication 10%

  • Communicate regularly and effectively with each Center’s Board of Direction about Center progress and concerns and questions that arise.

  • Communicate regularly and effectively with internal collaborators about opportunities, timelines, and deadlines for various activities.

  • Communicate regularly and effectively with external collaborators and stakeholders on upcoming activities and opportunities. Lead Responsibilities:

  • Oversee research management staff

  • Oversee the daily operations of both centers, including a staff that works collaboratively on both Centers.

  • Oversee the business, communication, outreach, and daily operations of both Centers.

  • Oversee a fast-paced, high-functioning office

  • Organize, direct, and coordinate each Center's financial support operation

  • Supervise fiscal management of financial resources MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Civil Engineering, Urban Planning, or other relevant fields

  • Four or more years of experience Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

  • Master's degree in civil engineering, urban planning, or related field.
