Port of Seattle Assistant Director, Procurement – Goods & Services in Seattle, Washington

Some of what you'll be doing:

As the Assistant Director, Procurement, for the Central Procurement Office’s Purchasing section, you will provide leadership, strategic advice, risk management, policy development, and implementation, while managing, coaching, and mentoring the procurement operations teams supporting the Port’s Aviation, Maritime, Corporate, and Real Estate Divisions. The Purchasing team is comprised of 14 public procurement professionals.

  • You will lead the strategic direction, policy, and decision making to multiple operational functions to deliver socioeconomic values, and public procurement commitments, and address competing interests and perspectives.

  • You will strategize with Port leadership to establish policies and processes, and assign, manage, and mitigate risks inherent in projects, procurements, and contracts. You will also interpret Commission delegations and responsible for the deployment of executive delegations.

  • You will facilitate integrated delivery of products and services, coordinate with the other groups within CPO, divisions, and departments to assess/mitigate risks associated with delivery products and services, as well as develop/deliver strong coordinated customer service, innovation, process improvements, and standardization with flexibility.

  • You will negotiate policies, principals, contract terms, and prices within the Port and with our stakeholders, and maintain a strong commitment to our community and Port values.

  • You will represent the Port internally and externally to resolve issues and advance relationships at community and business outreach events, including making presentations and training.

  • You will be responsible for recognizing, identifying, designing and deploying plans to implement changes, process improvements, and innovations based on the Port’s strategic plans and goals, Port values, divisional initiatives/goals, and commitment to EDI, including programs related to MWBE, DBE, and SBE commitments.

  • You will provide leadership interpreting/applying state, federal laws regulations, Port policies, and Commission resolutions to ensure compliance.

  • You will analyze/resolve complex issues and deliver sustainable decisions through ideation, alternative generation, and decision making across a myriad of subjects while including internal customers, the contracting community, business partners, community advocates, and stakeholders.

  • You will have significant delegated authority to execute emergency recovery contracts in support of the Port’s business and continuity of service interests.

  • You will lead the performance and development of the CPO team providing feedback, and allow team building across functions, the Port, and procurement/project teams. You will also recognize skills, identify knowledge gaps, create an environment to foster professional growth, and address discipline/corrective action implementation.

Who you are:

  • Experienced – You have six (6) years of experience in procurement, grants, or contract management including public works, alternative public works, purchasing, or consulting services contracts, to include three (3) years supervising staff and managing a function related to purchasing, construction/personal services contracts, and/or grants.

  • Desired – We hope you have a certification from the National Institute of Government Procurement (NIGP).

What else you need to know:

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.

  • Work Environment – This work will take place in a hybrid/in-office setting at Management’s discretion.

  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
