The College of Education Deans Office has an outstanding position for an Assistant Director of Planning and Analysis . The College of Education (COE) Dean’s Office provides centralized financial, human resources and operational support to the faculty, staff and students of the College of Education as well as the external community. Reporting to the Assistant Dean of Finance and Administration, the Assistant Director of Planning and Analysis oversees and provides leadership for financial analytics in the college, with a focus on changing financial performance and providing critical support for strategic planning and key financial decision-making. The Assistant Director manages, supervises, and supports the team responsible for providing support for fiscal operations in the college, including budget development and the administration and financial management of instruction and state-line budgets, procurement, gifts, endowments, scholarships, and discretionary funds. The Assistant Director will work with the Assistant Dean to manage this funding, and will design, develop and oversee financial accounting and reporting systems that feed into the college’s overall financial reporting system. Reporting to the Assistant Dean for Finance and Administration (ADFA), the Assistant Director of Planning and Analysis performs and coordinates college wide research and financial analysis in the areas of institutional effectiveness, strategic planning and financial management. This position has a wide range of responsibilities such as financial reporting, preparing complex analyses for special projects, and providing operational assessments. Together with the Institutional Research Director (IR) and ADFA, this position will develop, conduct research and analyze data for decision making and policy implementation in areas including (but not limited to) student enrollment and retention/attrition, modeling and financial forecasting, resource utilization, institutional and instructional costs and productivity, access and equity studies, and benchmarking studies. This position will also be responsible for producing regular financial reports and presentations to the leadership team and other administrative units within the college. This position will support the College’s transition to UWFT, specifically, helping the College prepare for the transition to a new UW finance system and related policies and processes. RESPONSIBILITIES: Financial Data Analysis • Provide high level of operational expertise through analysis and interpretation of data gathered for decision support. • Support the ADFA with information to support data driven decisions to achieve strategic goals. • Develop and provide comprehensive financial, statistical, and business analyses, business and financial forecasting, and financial modeling, using a broad range of tools and technologies. • Develop analysis to support College funding model changes. • Design and build complex queries, data flows, and data visualization, design reports, design charts and graphs, write summaries of results and proactively write and maintain documentation of protocols for data access reporting analysis. • Clean and normalize data required for all internal and external reporting requirements using new and existing data tools in the College and UW. • Develop and support standardized and customizable financial reports for all sources of funds, budget revisions, commitment tracking, state line budget reviews, distributions of scholarship and endowment funds. • Working closely with IR Director, through the utilization of enrollment data, manage the forecasting and revenue cycle for the various state-line programs including summer and related instructional costs. • Develop and analyze models for predicting the impact of changes to enrollment patterns. • Work directly with faculty on building scenarios with changes to program requirements and enrollments. • Provide project management and analytic support for the ADFA. • Respond to ad hoc data requests. Reporting • Provide regular financial reports to ADFA and other department directors as requested. • Working with direct reports, prepare reports, financial statement information, and perform comparative analysis. • Report to ADFA using financial and operational metrics, including performing ad-hoc audits of the financial metrics used for data accuracy. • Analyze reports prepared by others in the University and evaluate their impact on the College. • Participate in the university-wide year-end audit reporting process. • Work with external auditors to address cross-departmental impacts and accountability.? Budget Management • Lead the development of the annual budget and operating plan that supports mission, strategic goals, and core values of the College. • Work closely with ADFA on year end and biennium close. • Serve as an advisor to faculty and staff on allowable costs on budgets from multiple sources. • Participate as a representative on institutional committees, as assigned. • Consult with representatives from other agencies regarding fiscal matters. • Analyze and help control for budget variances to ensure prudent fiscal management. • Track and report on any funding and adjustments to funding agreements. • Review funding requests for accuracy and performing appropriate analyses of requests. • Work closely with direct reports to ensure the validity of the financials and report results to stakeholders. • Develop policies and procedures in conjunction with the Dean’s Office finance staff to ensure compliance with generally accepted accounting principles, state guidelines, and university policy. Strategic Planning • Support operational changes in the transition to UW Finance Transformation. • Provide data analytics related to frequency, utilization and equity to help steward the College’s financial resources. • Serve as the primary lead in providing oversight of finance database and management of any programming changes. • Use tracking and reporting tools to help manage the College’s annual budget allocation from all fund sources: state, research, fee/ revenue, and philanthropy. • Work closely with the various faculty and staff leaders to deploy a transparent strategy related to the utilization of restricted and unrestricted philanthropy. • Develop key metrics to measure and report on the strategic objectives of College of Education • Design, develop, and manage financial tracking, and reporting systems. Other • Participate in or conduct special projects as assigned. • Participate in cross-functional teams with other departments, as appropriate. • Performs other duties as assigned. REQUIREMENTS: Bachelor’s degree in Accounting, Business Administration, Finance, Economics, or a related field, to include two years of progressively responsible experience in financial analysis and budget development and management. • Experience with MS Excel (Advanced), MS SQL Server, Visual Studio, Report Builder, Tableau or Power BI, Management Reporter. • Experience in organizational financial performance metrics. • Experience in financial data analysis and modeling. • Experience in financial policy development and analysis. • Experience working across multiple groups and teams. • Excellent problem-solving skills. • Strong written and verbal communication skills. • Strong business acumen. • Strong attention to detail. • Ability to manage competing priorities and deliver results under tight deadlines. • Experience with supervision of a team. DESIRED EXPERIENCE • Experience with UW fiscal policies, procedures and administrative and financial management of the University of Washington, including supervisory responsibilities and financial systems. • Demonstrated knowledge of a variety of funding sources. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
