The Assistant Dean for Finance and Administration serves as the Primary Business Officer for the School of Pharmacy providing executive-level financial and administrative leadership for the School in partnership with the Dean and the School’s executive committee. Under the general direction of the Dean, the Assistant Dean exercises a comprehensive scope of administrative responsibilities, including budget development and financial management, strategic planning, human resources, research administration, facilities, information technology, compliance, and oversight and direction of strategic projects.

DUTIES AND RESPONSIBILITIES Fiscal Management and Compliance Responsible for fiscal management and oversight and ensures compliance with university rules and regulations which includes budget development, management and fiscal oversight for the School and its programs. Oversees school budget, generate projections and analyses, identify problem areas, and make recommendations. Financial resources include state, federal, foundation, and gift funds. Provides reports as requested by the Dean, Office of Planning & Budgeting and other entities as needed.

Key financial management skills for this position include:

  • Collaborates with Deans, Associate Deans, Assistant Deans, Chairs, administrators, faculty and staff to achieve School’s mission, vision, and strategic plan.

  • Interprets policies and regulations concerning financials activities of the School; ensures compliance with policies and procedures as well as federal, state and other research sponsors.

  • Develops, implements, and maintains internal financial systems controls to ensure integrity of all financial transactions.

  • Plans strategically with the School’s Executive Committee, Chairs, administrators and Dean for long term and short term financial needs.

  • Compiles, interprets, and communicates financial information to various audiences, including School leadership, Provost’s Office and others as needed.

  • Designs and monitors systems of measurement and internal controls to safeguard assets and resources, and to satisfy auditing requirements.

  • Plans, organizes, and directs the School of Pharmacy’s financial support operation. This includes using Workday-Finance and overseeing the Shared Environment (aka Finance Hub) for the School.

  • Supervises the Finance Manager who oversees Activity-Based Budgeting (ABB) allocations, ProCard transactions, Workday costing allocations and budgeting for the School of Pharmacy.

  • Knowledge of recharge centers and the approval process for rate approvals.Human Resource ManagementManages the human resources for the School of Pharmacy Dean’s Office and oversees departmental administrators in human resources matters. In addition, as the liaison between the School and UW Human Resources in the resolution of personnel issues, initiates and follows through on progressive disciplinary actions. Represents the School in grievances and human resources complaints.Key human resources skills for this position include:

  • Manages and coordinates all Academic Human Resource processes including Faculty Appointment and Promotion process as well as, Clinical and Affiliate Faculty appointment, promotion and review process.

  • Interprets and integrates federal, state, UW, SOP, and other local laws and agreements into School policies and procedures.

  • Develops and/utilizes HR measurement/monitoring system to manage employee performance.

  • Responds to and assists faculty and staff on human resource systems, coaching and training.

  • Monitors interpersonal dynamics and actions to eliminate physical risks to personal safety.

  • Oversight of Workday security roles for faculty and staff.

  • Develops and maintains School of Pharmacy hiring plans for faculty and staff.

  • Identifies core competencies and job responsibilities specific to staff positions and creating clear position descriptions and expectations.

  • Oversees and manages hiring in SOP Dean’s Office.

  • Supervises the Human Resources Manager who serves as the day-to-day staff and academic personnel expert and resource to the departments, units, and Dean’s Office.

  • Serves as an advocate for increasing and ensuring diversity, equity, and inclusion within the School.Operations and Facilities ManagementManages general operations and facilities for the School of Pharmacy to ensure effective, efficient, and safe operations for faculty, staff and students.Key operations and facilities management skills:

  • Reviews, develops, and assigns space to staff and faculty, including research lab areas and offices, coordinating moves and/or relocations of offices, laboratories, and personnel.

  • Manages and assigns shared spaces and laboratories.

  • Develops policies and procedures for long-range space planning, including major renovation projects and requesting minor capital project funds.

  • Coordinates with departments on the maintenance of space inventory records. Assists the Dean and Chairs in securing new space as required.

  • Interprets and integrates federal, state, UW and other laws regarding facilities and capital resources.

  • Ensures compliance with fire and safety codes, which includes working closely with faculty, department administrators and EH&S to ensure compliance with hazardous materials and other laboratory chemicals.

  • Develops and implements emergency preparedness plans, such as Husky Ready; coordinates elections for Health Sciences’ health and safety committee.

  • Manages School’s equipment inventory via Workday.

  • Provides resources and technology support for Bracken Pharmacy Learning Center; helps Director with long term planning for the facility.

  • Plans and coordinates for Health Sciences shared classroom resources with Health Sciences Academic Services & Facilities.Information Technology ManagementManages central IT functions for the School of Pharmacy which include: desktop support, website and database support functions.Key IT management skills:

  • Provides leadership and resources for IT staff to manage hardware and software support for all School faculty and staff.

  • Coordinates with website staff to plan and manage website content and navigation changes to website.

  • Provides support and resources for databases and software that maintains records for PharmD program assessment, preceptor evaluation, and advising.

  • Evaluates and makes recommendations about new IT resources the School may consider.

  • Supervises the IT Manager who oversees the day-to-day IT operations for the School.Research ManagementManages the research resources of the School of Pharmacy to include grant and contract processes, review, compliance, cost sharing and other requests for research support.Key research management skills:

  • Knowledge of research administration in a higher education organization.

  • Interprets and integrates federal, state, industry and private policies, laws, contracts and agreements regarding research activities at the UW.

  • Supervises the review and approve all School grant and contract applications.

  • Coordinates interactions with the Office of Sponsored Programs and School Departments as necessary.

  • Reviews non-research service agreements, memorandums of agreement, non-disclosure agreements for the School in consultation with Attorney General’s Office or Office of Sponsored Programs.Compliance and Risk ManagementManages all issues related to compliance and risk management for the School of Pharmacy. Acts as privacy officer and oversees responses to public records requests.Key compliance and risk management skills:

  • Investigates or refers all claims of inappropriate behavior or actions

  • Assesses the School and Departments for operational risk due to financial management, potential loss of faculty, etc.

  • Develops and implements specific internal audit plans for activities that put employees at risk or require corporate compliance.

  • Ensures compliance that all new employees receive an orientation and attend required trainings per University policy.

  • Demonstrates understanding of compliance infrastructure for UW and serves as School liaison to compliance offices.

  • Integrates knowledge of compliance policies into School and Department operations and guides faculty and staff as necessary. MINIMUM REQUIREMENTS

  • Bachelor’s Degree in business, accounting or policy administration.

  • 8 years of experience with planning, budgeting and financial management at an academic institution or complex, large-scale organization.

  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

  • Must have a management style that emphasizes solutions, collaboration, communication, flexibility, trust, and patience.

  • Proficiency with clear and concise communication at all levels both verbally and written.

  • Strong organizational and management skills; experience managing high-level professional staff roles.

  • Demonstrated ability working through major organizational transformational changes.

  • Experience summarizing and synthesizing complex data into meaningful information that aids business decisions.

  • Demonstrated efforts in creating a diverse and equitable work environment. DESIRED QUALIFICATIONS

  • Master’s in Business Administration or Public Administration.

  • Executive-level experience in higher education, especially the University of Washington.
