Parametrix Agreement Writer/Senior Planner in Seattle, Washington

Parametrix is seeking a skilled Agreement Writer (Senior Planner) to manage and administer various agreements supporting the SR 520 Bridge Replacement and HOV Program. This role joins a critical infrastructure program enhancing regional mobility. This position will be based in Seattle. Key Responsibilities: Agreement Management: Manage and track the status of all agreements (federal, local agency, and private party). Report agreement statuses to leadership and project teams. Collaboration with Project Teams: Work directly with leadership and project teams on agreements for all phases of the SR 520 Project (Corridor, I-5 Interchange Improvements, Montlake, PBB phases). Provide updates on agreements and costs to the SR 520 Business Group. Document Preparation: Write new agreements, amendments to existing agreements, Letters of Understanding, Letters of Concurrence, Memorandums of Understanding, and other documents as requested. This includes various types of agreements such as utility, maintenance, and government/private entity agreements. Assist WSDOT Real Estate Services with drafting leases and lease amendments for SR 520 Property Management. Meeting Participation: Attend and contribute to agreement meetings with project teams, local agencies, and WSDOT and local agency attorneys. Provide updates and live editing of agreements during meetings as needed. Guidance and Execution: Guide project teams to meet schedules for finalizing and executing agreements handle scope development, cost negotiation, and agreement execution. Coordinate required reviews and deliver final agreements ready for execution. Research and Coordination: Assist with agreement invoicing research and past agreement research. Coordinate with the 520 Business Group and the WSDOT Agreements group. Financial Oversight & System Knowledge: Understand WSDOT/SR 520 invoicing for reimbursable and payable agreements. Be familiar with WSDOT resources, systems, and protocols used in the agreement process. Qualifications: Experience: One year as a Transportation Engineer III or equivalent or Three years in Contract Management, Program Management, Business, Law, or a similar field. Demonstrate considerable independence of action in decision-making and problem-solving related to agreement administration. Technical Knowledge: In-depth understanding of technical engineering practices and departmental policies, procedures, and standards related to agreements/contracts. Experience developing and interpreting agreement language and understanding relevant local and state regulations (RCWs, WACs, FHWA CFRs).
