UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Energy, Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group.
Commute Options & Transportation Planning is responsible for a range of transportation and commuter programs for the University of Washington’s Seattle Campus. Commute Options & Transportation Planning promotes sustainable transportation options such as transit, walking, bicycling, and ridesharing to campus, through the U-PASS and other programs and events.
We have an outstanding opportunity for an Active Transportation Program Specialist .
Working with the Commute Options & Transportation Planning Manager, assistant directors, the Director of Transportation Services, and the rest of the Transportation Services team, the Active Transportation Program Specialist will play a creative and leading role in developing programs and strategies to increase sustainable transportation options on campus.
The core duties of the Active Transportation Program Specialist is to provide program management and stewardship of University programs, products, and strategies to encourage non-motorized commuting to campus. This includes evaluation and continuous improvement of existing programs and development of new programs, products and strategies.
Primary Duties and Responsibilities
Program Administration 40%
• Administer and improve existing bicycle, scooter, short-term bicycle and scooter rental, and pedestrian programs, products and strategies to help Transportation Services meet the goals to reduce drive alone commuting to campus and enhance sustainable transportation options. • Coordinate secure bike parking operations and maintenance and respond to customer inquiries. • Identify new program opportunities to help foster active transportation on campus. • Assist Sales and Administration team in facilitating the annual renewal of bicycle parking products. • Define strategic initiatives and annual work plans to align with the near-term and long-term goals of Transportation Services and Commute Options and Transportation Planning. • Identify grant and other alternative funding opportunities for active transportation projects; provide grant management as needed. • Stay informed of transportation industry trends, research and practices. • Coordinate closely with U-PASS and transit related programs and projects.
Project & Vendor Management – 35%
• Perform project management processes necessary for successful delivery of projects that enhance active transportation programs and strategies. • Oversee the day-to-day operations of vendor agreements and contracts. • Assist in registration of carpool/vanpool participants as needed. • Lead regular project meetings with diverse and cross-functioning team members, participants and constituents. • Develop and assign project tasks and establish appropriate deadlines. • Design and analyze systems to support projects. • Manage vendor and contracted activity; Implement and enforce project and team standards. • In coordination with UW Facilities and University procurement teams, manage and monitor program agreements and contracts. • Report on contract status, troubleshoot, and resolve contract and service discrepancies. • Assist with development of training curriculum, publicity and technology changes.
Communication, Reporting & Policy Development – 25%
• Create and deliver reports and presentations, including proposals, schedules, status reports and recommendations to the Commute Options & Transportation Planning Manager and Transportation Services executive leadership team and other university leaders and committees. • Facilitate the setting of policies, documenting standard operating procedures, and track the performance of active transportation programs and products. • Act as the Employee Transportation Coordinator ensuring that the University meets the requirements of the City of Seattle Commute Trip Reduction program. • Maintain departmental relationships with transportation advocacy and stakeholder groups. • Represent Transportation Services in daily business at University meetings and at meetings or conferences with the public. • Interact with clients, faculty, staff, governmental agencies, vendors, and the public regarding policies and procedures for Transportation Services programs and assigned projects. • May serve on various committees within the University and related organizations. • Perform other duties as assigned.

Requirements include:
• Bachelor’s degree in transportation planning/environmental studies/public policy/public administration/engineering/geography/urban planning/business administration or related field. • Two years of demonstrated work experience with transportation program management, or sustainable transportation planning. • Knowledge of bicycle, transportation demand management and sustainable transportation planning. • Excellent quantitative skills, including high proficiency in Microsoft Excel. • Demonstrated ability to methodically develop and document standard operating procedures for recurring tasks.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
• Master’s degree in transportation planning/environmental studies/public policy/public administration/engineering/computer science/geography/urban planning/business administration or related field. • Interest or experience in promoting transit, sustainability and green transportation. • Experience with travel behavior change practices and programming. • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Conditions of Employment:
• Work may be required during hours beyond standard business hours or regularly scheduled shift, including weekends; professional travel may be required • Work is normally performed in a typical interior/office environment; however, work may include incidental outdoor or fieldwork with exposure to the elements and variable weather conditions. • Work is performed in an open office environment – successful candidates will possess the concentration and social skills necessary to work in that environment. • Regular and predictable attendance is required. • This position may offer hybrid in-office/remote opportunities.
