Summary This position is in Region 10, Mission Support Division, Fiscal Management and Planning Branch, Finance Section. About Region 10: Region 10 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *Work-from-home flexibilities may be authorized as described in the Benefits section. Responsibilities You will: - Provide coordination, leadership and guidance in the implementation of a comprehensive system of financial records. - Review internal controls, modify regional policies and procedures, and implement agency-wide policies that guide the organization toward the accomplishment of its financial management objectives. - Serve as regional financial management expert witness and subject matter expert in support of litigation, court testimony, legal depositions or affidavits regarding accounting matters and the cost documentation process. If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service. This position is designated as High Risk and requires a background investigation. Qualifications NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-13 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-12 level defined as experience in accounting theories, procedures, and generally accepted accounting principles; experience reviewing internal controls, modifying policies and procedures, and/or implementing policies that guide the organization toward the accomplishment of its financial management objectives. Your answers to the online assessment will be used to evaluate your competencies in the following areas: - Knowledge of accounting theories, procedures, and generally accepted accounting principles and standards. - Skill in writing reports on accounting and financial management issues. - Skill in analyzing financial data to draw conclusions. - Skill in using automated and/or manual accounting and financial management systems. - Skill in oral communication. - Skill in written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education You need a degree or combination of education and experience as described below to qualify for this position. You must have a bachelor’s or higher degree from an accredited or pre-accredited college or university in accounting; or a related field such as business administration, finance, or public administration with 24 semester hours in accounting (up to 6 hours in business law counts toward these hours); OR a combination of education and experience with at least 4 years of experience in the related field AND one of the following: 1) 24 hours in accounting or auditing courses which can include up to 6 hours of business law; 2) certificate as Certified Public Accountant/Internal Auditor; or 3) completion of a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that: (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.
