The Operations team at the Evans School of Public Policy & Governance has an outstanding opportunity for a part - time 50% FTE, Academic Human Resources (AHR) Manager to perform a variety of complex and varied Academic Human Resources support functions. This position reports to and supports the Evans School Director of Human Resources in providing thoughtful, accurate, empathic, human-centered human resources support to the Evans School community of Students, Staff and Academic Employees.

The AHR Manager will ensure accuracy and timeliness of day-to-day AHR operations and has primary responsibility for supporting general Academic HR activities, provides substantive expertise in academic human resources, operational leadership, and expert consultation in managing the Evans School faculty recruitment, appointments, payroll, and other personnel functions that support the lifecycle of academic employees at the Evans School.

This position oversees and conducts hands-on work to ensure that services are implemented, monitored, and evaluated on a regular basis for efficiency, effectiveness, consistency, and fairness, and to meet all standards, rules and regulations as well as support the promotion of diversity, equity and inclusion principles of the Evans School and University of Washington.

They are expected to independently develop innovative approaches, streamline processing, and create tools that enhance Academic HR operations. The AHR Manager must have excellent project and timeline management skills to independently establish processes for meeting deadlines that are critical to the success of recruitments, compensation changes, payroll actions, promotions, and reappointments.

DUTIES AND RESPONSIBILITIES Faculty Recruitment – 30%

Manage recruitment processes for academic appointments, ensuring there is a focus on the school’s diversity and talent.

  • Develop, manage, and ensure effective execution of the timelines and processes for the recruitment of all faculty and academic positions, including tenure-track faculty, teaching faculty, research faculty, Post-Doctoral Scholars, and other academic titles.

  • Manage recruitment process in Interfolio, ensure proper processing of application materials and provide internal training to Evans School personnel as needed.

  • Facilitate advertising for open positions including advising on advertisements draft language, securing appropriate University approvals, ensuring posts are timely, and managing records retention for all requirements.

  • Lead and manage communications to applicants on behalf of faculty search chairs and hiring managers. Respond to general email inquiries regarding open positions and correspond with applicants as needed.

  • Track candidate’s application status and provide reports to committee chairs, hiring managers and leaders.

  • Assist search committees by ensuring promotion of faculty recruitments target diverse audiences whenever possible.

  • Manage timelines for concurrent faculty searches and onsite candidate interviews.

  • Execute the administrative processes for supporting multi-day faculty candidate visits; including travel arrangements, catering, research talk flyers, creating and managing candidate itineraries, and other tasks needed for a successful candidate visit.

  • Oversee and ensure the timely compilation and submission of documentation required for University approval of new appointment recommendations.

  • Maintain confidential personnel records; initiate, record, and ensure the accuracy of information in faculty/instructor tracker.

  • Working with the Associate Dean for Teaching & Learning, the Director of HR, and the Assistant to the Dean, support faculty onboarding, coordinating key meetings with members of the Evans School community and the university who support their onboarding.

  • Update the faculty directory with new hires, new position titles, and updated contact information. Human Capital Management, Time, and Payroll Support - 30% Independently manage and ensure effective human resources processes related support for faculty and academic personnel in the areas of hire, compensation, appointments and reappointments, retentions, compensation changes, and Workday report generation.

  • In close collaboration with the HR & Payroll Manager, establish and monitor procedures for academic personnel to ensure the timely and accurate processing of their associated payroll, additional compensation, management of leave, FTE changes, terminations, and all other associated appointment updates.

  • Ensure all aspects of faculty and academic personnel hires, reappointments, terminations, compensation, costing allocations, and other items are correct and in alignment with applicable policies and procedures.

  • Maintain awareness of and ensure compliance with bargaining unit contract, all applicable university policies, and city, state, and federal laws. Establish and revise timelines and process; demonstrate expertise with these matters by advising leadership as needed.

  • Manage personnel processes for all hires and reappointments of adjunct and affiliate faculty, including coordination with the Associate Deans, Faculty Affairs, and Dean’s Office, to support faculty voting process and ensure collection of necessary supporting documentation for hires and reappointments.

  • Draft offer and other appointment letters for new and renewal of all academic positions and academic assignments.

  • In collaboration with the Associate Dean for Teaching & Learning, and the Director of HR, develop and manage the onboarding processes for new faculty and academic personnel. Supporting the training for community-based instructors to support their understanding of UW and Evans School resources and the science of teaching and learning.

  • Collaborate with hiring managers, other Evans School Teams, AHR, other university units, and central university offices as needed.

  • Manage, monitor, and ensure proper and timely entry in all internal tracking tools.

  • Manage or execute other human resources and processes for academic employees as needed. Faculty Personnel Actions – 25%

  • Oversee personnel processes and timelines for all regular, adjunct, affiliate and visiting faculty appointments, including coordination with Faculty Affairs Committee and Associate Dean.

  • Serves as Dean’s office representative on Faculty Affairs Committee, prepares action items to assure compliance with University of Washington policy and practice.

  • Establish, communicate, and manage processes that ensure all collaborators have the information needed, follow appropriate timelines and policy/procedure, and gather the necessary documentation for proper and timely processing of the faculty personnel actions including: Appointment, Reappointment, Promotion and Tenure, Regular Annual performance appraisal Conference with the Faculty, Sabbaticals, other leaves of absence and Professorship appointments.

  • Identify documentation requirements based on University policy. Communicate with internal and external persons to secure additional documentation as needed.

  • Manage the visa process for foreign national workers in eligible academic titles.

  • Manage faculty voting process and vote documentation for faculty personnel actions; advise leadership on proper protocols. Other – 15%

  • Respond to, or route, to appropriate persons, emails received by Evans HR & Payroll account.

  • Serve as backup for the HR & Payroll Manager, cross trained on all Evans School HR processes and procedures including payroll.

  • Attend and participate in campus-wide human resources related meetings.

  • Attend and participate in All School, Staff meetings, committees, Evans School events and other activities as needed.

  • Develop content for, maintain, and update internal and external faculty human resources information.

  • Oversee and manage faculty data to ensure data is current and accurate.

  • Advise on the development of and coordinate faculty employee engagement programs.

  • Participate in professional development opportunities to expand knowledge base for the position.

  • Generate documents and forms as needed.

  • Perform other duties as required. MINIMUM REQUIREMENTS

  • Bachelor’s degree in Human Resources, Business, Communications, or other related field or equivalent education or experience.

  • Minimum two years human resources experience preferably in an institution of higher education.Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

  • Knowledge of general human resources and payroll policies, procedures, and principles.

  • Experience recruiting and onboarding personnel.

  • Must be fluent in MS Office: Word, Excel, Outlook (or other equivalent email product).

  • Must have excellent communication skills, both written and oral, with demonstrated presentation and orientation experience.

  • Demonstrated success in working with diverse populations.

  • Demonstrated ability to organize and prioritize multiple tasks.

  • Must be detail oriented and work effectively under the pressure of deadlines.

  • Demonstrated ability to work independently and as part of a team.

  • Experience interpreting complex contracts and/or policies. DESIRED QUALIFICATIONS

  • Human Resources experience preferably in an institution of higher education and at least one year of faculty or executive level recruiting experience.

  • Experience with Human Resources Information System (HRIS) such as Interfolio, Workday or equivalent.

  • Prior experience processing visas including H-1B or J-1 visas.

  • Prior experience using databases and SharePoint.

  • Knowledge of Federal and Washington State employment law.

  • Knowledge of University of Washington human resources policies and systems.CONDITIONS OF EMPLOYMENTA flexible schedule is required as critical human resources and payroll deadlines must be met regardless of other conflicting deadlines.
