Summary

Provides continuity of supervision during rotation of Team Coach in absence of Coach or shares responsibilities on a daily basis. On a rotational basis, acts as assistant supervisor of one of the teams located within the Veterans Service Center. Ensures the team's quality and timeliness of service meets performance indicator goals. Responsible for the cost-effective use of resources to accomplish the team's assigned outcomes.

  • Maintains maximum organizational flexibility and individual competencies.
  • Analyzes and interprets laws, regulations and rules as they affect the establishment of new policies, procedures, and methods of operation.
  • Gathers and interprets a wide range of data addressing the issues under appeal or that arise during the appeals management processing cycle.
  • Directs adjudicative actions as required to remote timely processing of pending appeals.
  • Applies principles of individual counseling and small group dynamics.
  • Identifies and eliminates potential causes for EEO complaints.
  • Ensures teams' quality and timeliness meets VBA's and the AMO's organizational goals.
  • Maintains ongoing review of workload management tools.
  • Provides advice, counsel, and instruction to employees.
  • Develops standards and evaluates subordinates' performance
  • Interviews and makes recommendations for position appointments, promotions, or reassignments.

Supervisory/Managerial Duties: * Assigns to and reviews work of subordinates, trains and works effectively with subordinates from a variety of backgrounds and with different levels/areas of training; * Accomplishes the quality and quantity of work expected within set limits of cost and time; * Plans own work and carries out assignments effectively; * Communicates with others effectively both orally and in writing in working out solutions to problems or questions relating to the work; * Understands and furthers management goals as these affect day-to-day work operations; * Develops improvements in, or designs new, work methods and procedures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,

1. TIME IN GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. * For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

2. MINIMUM QUALIFICATIONS:You must qualify based on your experience as described below: * One (1) year of Specialized Experience equivalent to the GS-11 grade level in the normal line of progression for the occupation.Specialized experience is defined as performance of technical assignments affecting the VA's compensation and pension (C&P;) benefits programs. These assignments could require interpretation of Federal, state, local laws and regulations, C&P; laws and regulations, or include precedent opinions of the Court of Appeals for Veterans' Claims and authoritative opinions of the General Counsel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
