Job Purpose: Maintains management-labor relationship by implementing labor relations programs; administering collective bargaining agreement; supporting negotiations; managing staff. Duties: * Accomplishes labor relations department staff objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures; implementing production, productivity, quality, and customer-service standards; * Meets labor relations financial objectives by estimating department requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions. * Prepares labor relations strategies by contributing information and analysis to strategic plans and reviews; evaluating collective bargaining agreement requirements and experiences. * Administers labor agreement by interpreting provisions; providing information; investigating and resolving grievances; representing organization during grievance steps, arbitration, meetings, and hearings; auditing adherence to contract provisions; building working relationship with union representatives; conferring with labor counsel. * Supports contract negotiations by studying and clarifying organization plans and requirements; collecting, analyzing, and assembling data; developing, evaluating, and recommending organization positions, goals, and contract proposals; analyzing union proposals; conducting negotiations training. * Counsels management by reviewing performance management strategies and actions; recommending corrective action; developing human resources development and positive work climate strategies; developing and presenting training programs. * Protects organization's interests by keeping information confidential. * Updates job knowledge by tracking changes in labor laws, including National Labor Relations Act, Fair Labor Standards Act, Americans with Disabilities Act, and Family and Medical Leave Act, and collective bargaining trends; attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies. * Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
