Pacific Northwest National Laboratory Technical Operations & Assurance Planner/Scheduler North Campus in Richland, Washington

Overview

The Facilities & Infrastructure Operations Division is responsible for plant engineering, plant energy and utility operations, and facility operations for the South campus and leased facilities, North Campus and Infrastructure Operations, the Physical Science facility, and the 300 Area. In addition, the Division oversees campus infrastructure such as fabrication and craft services, duplicating and mail services, relocations, receiving, distributed services, and maintains operations of roads, grounds, and utilities for the campus.

Responsibilities

Responsible for evaluation and interpretation of regulations to ensure the technical aspects/content of required documentation for PNNL facilities meets the intent of local, state, and federal requirements. Support development/revision and implementation of resulting processes, practices and procedures. Investigates and resolves compliance issues/questions received from PNNL management or staff. Perform assessments of assigned program elements to ensure that requirements are flowed down into HDI work controls and deployed effectively in the field. Analyze the data collected during these assessments to determine strengths and weaknesses, causal factors, root causes, and recommendations for improvement. Responsible for maintaining the Laboratory's Facility Use Agreement (FUA) process and technical bases for the operating boundaries of PNNL facilities. Develop and maintain working relationships with PNNL staff and all levels of PNNL and DOE.

Additionally, are the work control planner, who will be responsible for preparing, tracking, and controlling work packages in accordance with the work control processes. This position will be responsible for ensuring maintenance work packages are developed efficiently, effectively, compliantly to meet scheduling needs for various facilities:

  • Conduct planning meetings, job hazard analysis and provides planning status for project schedules.

  • Provide analysis of planning areas of concern and provides recommendations to management for resolution.

  • Act as a technical representative to management in area of specialization.

  • Prepare, track, and control work orders, required to accomplish assigned activities.

  • Preparation of work activity schedules.

  • Under minimal supervision, the individual in this position will analyze planning processes for efficiency and make technical recommendations to management.

  • With minimal input from the team lead, estimates, and establishes man-hours, material, and manpower, needed for job completion.

  • Complete Planner Post reviews.

  • Must be a team player with a positive outlook in a customer service-oriented organization; and

  • Perform other duties as assigned.

Qualifications

Minimum Qualifications:

  • BS/BA and 7 years of relevant experience -OR-

  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:

  • Work Planning and Control Experience/Project Management/Coordination

  • Uses innovative ideas to enhance business results. Anticipates trends and impacts. Often serves as consultant to senior management.

  • Ability to lead inter-disciplinary teams dealing with issues related to their expertise.

  • Demonstrated ability to work with people effectively and possess strong problem-solving team-building skills; fosters collaboration and grows the skills of others.

  • Project Management Experience. Planning projects requires multiple entities to provide input in a concise and timely manner.

  • Experience contract requisition development and working with Contracts Group

  • A minimum of three years’ experience in the conduct of facility related operations in DOE and/or Battelle private facilities in positions of increasing responsibility, preferred.
