GENERAL SUMMARY

Under the direction and partnership of the Manger / Director of Treasury & Strategic Finance, the Strategic Finance Program Manager plays a critical role in overseeing and managing the financing aspects of our new Agency projects in accordance with our Strategic Plan. This individual will be responsible for designing, overseeing, and implementing financial strategies, financial modeling, and ensuring the successful financing of large-scale projects. The ideal candidate will have a deep understanding of project financing, financial advisory, and stakeholder engagement, coupled with extensive experience in financial management, preferably within the energy sector.

The Strategic Finance Program Manager will support ongoing feasibility related to New Nuclear technology deployment. Engagement within the New Nuclear team will focus on project financing, project delivery and integration, along with all aspects of coordination with Corporate Finance. Other agency strategic initiatives will be supported as required which may include (not meant to be all inclusive) Columbia Extended Power Uprate, Columbia Subsequent License Renewal, and Inflation Reduction Act evaluations.

This position may also lead or perform special cross-agency projects, initiatives, or inquiries focused on implementation of the financial strategy. This is an expert level position requiring leadership, influence, complex problem solving, innovative thinking, and proven sustainable results delivery.

PRINCIPAL ACCOUNTABILITIES

Financial Strategy Development:

  • Design and implement financial models to evaluate project feasibility, financial viability, and investment returns.

  • Develop and consider multiple sources of funding inclusive of offtake agreements, public and private funding opportunities, State & Federal loans and/or grants, and syndicated funding strategies.

  • Consider and evaluate allocation, budget, project control impacts associated with new nuclear project development

  • Develop and execute comprehensive financial strategies for new projects, including capital raising, investment analysis, and risk management.

Project Financing:

  • Leveraging existing and new industry contacts, identify potential financing pathways for new agency projects.

  • Proactively lead the structuring and negotiation of financing arrangements for nuclear projects, including debt and equity financing.

  • Coordinate with financial institutions, investors, and other stakeholders to secure project funding.

  • Lead project funding negotiations with potential project offtakers, private investors, and financial institutions.

Financial Modeling and Analysis:

  • Lead external consultant on project financial modeling.

  • Lead Corporate Finance due diligence efforts associated with Department of Energy Loan Program Office applications or other grant applications.

  • Create and maintain detailed financial models to support project planning, budgeting, and forecasting.

  • Analyze financial performance and provide insights to optimize financial outcomes and mitigate risks.

  • Support coordination of project estimating (internal and external) in support of new nuclear project feasibility.

  • Establish structured and measurable financial results and projections to support agency decision making.

Stakeholder Outreach and Management:

  • Leverage existing and identify new industry contacts to improve the deployment potential of new agency projects including identification of strategic financing partners.

  • Engage with key stakeholders, including regulatory bodies, investors, and project partners, to align financial strategies with project goals and regulatory requirements.

  • Develop and maintain strong relationships with stakeholders to facilitate successful project financing and execution.

  • Maintain close coordination with internal stakeholders, especially Financial Planning, to ensure future projects are incorporated into agency-wide long term planning processes.

Financial Advisory:

  • Provide expert financial advice and guidance to senior management and project teams on financial matters and strategic decisions.

  • Prepare and present financial reports, forecasts, and investment proposals to executives and other key decision-makers.

  • Support integration of financial impacts and strategies into Corporate Finance processes, long-range planning, and associated daily, monthly, annual processes.

Compliance and Reporting:

  • Ensure adherence to regulatory requirements, financial standards, and company policies throughout the project lifecycle.

  • Oversee the preparation of financial reports and documentation for regulatory submissions and internal reviews.

  • Participated and oversee financial reporting compliance associated with new nuclear related grant or loan implementation.

  • Lead Corporate Finance support of Limited Liability Company creation and ongoing administration efforts associated with new project implementation.

Other assignments and projects as requested by the Treasury & Strategic Finance Manager / Director or the Chief Financial Officer. May be requested to support agency emergency response organization and/or outage activities.

REQUIRED EDUCATION AND EXPERIENCE

Bachelor’s degree with a technical emphasis in accounting, finance, economics, business operations/industrial management, data analytics, or other related technical degree from an accredited college or university and eighteen years of progressive finance experience delivering proven strategic results focused on growth, business operational excellence, and sustained financial competitiveness. The required years of work experience must include experience in the following:

  • Ten years of experience in public and/or private financing efforts associated with large-scale projects. Experience may include participation as an issuer or well-known financial related (banking, financial advisory, etc.) institution supporting the issuance of public / private financing transactions.

  • Implementing proficient and scalable business processes with effective internal controls and measurable results.

  • Implementing state, federal, and other requirements.

  • Building high functioning teams, fostering a collaborative and positive workplace where teams can learn, grow, and contribute.

  • Providing and asking for feedback, service to others, and instilling a culture of continuous improvement.

  • Effectively working across workgroups and with all levels in the organization up to and including the Chief Executive Officer, Executive Boards, and external Stakeholders.

  • Driving results, building alignment, and where needed resolving issues through positive leadership and collaboration with others.

Pay Range

$157,548.00 - $236,322.00 Annual

Midpoint:

$196,935.00

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.

Incentive Compensation

This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
