Overview

As a Quality Assurance Professional in PNNL’s Quality Division you will support Science and Technology (S&T) projects in establishing effective quality assurance processes and practices – with the overall impact of mitigating risk and ensuring compliance while striving for increased efficiency and effectiveness of project execution working directly with Quality Managers, Project Managers, and project staff to achieve this impact. This position is responsible and accountable for delivering (i.e., planning, implementing, and assuring effectiveness) all elements of the PNNL's Quality Management Program and compliance with project-specific requirements.

Overall, the successful candidate will have a demonstrated track record of leadership and broad-based exposure to quality-related techniques and methodologies including experience working in a highly regulated environment/industry with a robust Environment, Health, Safety, and Quality (EHS&Q) culture. (e.g. nuclear, oil and gas, construction, transportation, medical, aerospace, etc.).

Responsibilities

Responsible for providing a specific Quality Assurance (QA) and/or Quality Control (QC) related functions in support of PNNLs R&D and Management & Operations (M&O) and the implementation of a project or organizations applicable quality program or plan. Collects, organizes, monitors and distributes information related to quality assurance management and quality control including process improvement functions. This includes documentation of and compliance to standards in PNNL-developed processes (e.g., processes to manage HDI and IOPS content and information; processes to manage strategic business and assurance planning; R&D and M&O project-specific and program-specific standards and requirements). In addition, Code of Federal Regulations (CFR), Orders, and Industry Standards such as DOE 414.1D, ASME NQA-1, NRC, ISO, 10 CFR 50 appendix B, etc., are within the scope of the QA/QC function performed by this role. Performs assessments and other quality-related activities to develop, administer, and apply quality improvement aspects of the applicable program or plan. The quality-related functions performed are primarily concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items or services.

Qualifications

Minimum Qualifications:

  • BS/BA and 5 years of relevant experience -OR-

  • MS/MA or higher and 3 years of relevant experience

Preferred Qualifications:

  • The successful candidate will have a demonstrated track record of leading others in solving problems, and a broad-based exposure to Software Quality Assurance.

  • Certification in software quality.

In addition to subject matter expertise surrounding Software Quality Assurance, the successful Quality Engineer will have general knowledge of at least two to three of the bullets below with a passion to collaborate and help others be successful:

  • Experience working in a highly regulated environment/industry with a robust Environment, Health, Safety, and Quality (EHS&Q) culture. (e.g. nuclear, food, oil and gas, transportation, medical, pharmaceutical, aerospace, etc.).

  • Experience working in a research and development environment where software is prototyped and developed.

  • Experience and practice with any of the following: NQA-1, DOE Order 414.1D (safety software), 10 CFR 50 App B, 10 CFR Part 21, 10 CFR Part 71, and/or 10 CFR 830 requirements.

  • Experience in quality program development, maintenance and implementation.

  • Experience working in an agile software environment.

  • Utilizes technical expertise and judgement to solve problems.

  • Auditing and/or surveillance and reporting experience.

  • Technical writing and composition skills matching processes to procedures.

  • Quality Process/Workflow Mapping.

  • Experience in Suspect Counterfeit Items (SCI) programs, processes, and execution.

  • Statistics and Data Analytics: process modeling, trending, and background in data-driven decision making.

  • Experience with developing Commercial Grade Dedication (CGD) plans while leading the necessary interactions from other team players (i.e. design engineers, process engineers, suppliers, etc.).

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
