Overview

Main duties include but not limited to:

  • Assigned to work with the Lead Incidents of Security Concern (IOSC) Subject Matter Experts (SMEs) for the implementation of compliant Department of Energy (DOE) IOSC program, 10 CFR Part 824, and Causal Analysis.

  • Will serve as a backup to the lead SME in these areas.

  • Must maintain IOSC Inquiry Official qualifications.

  • Support DOE Assessment and Corrective Action Management activities, Issues Management (ITS/OTS), Performance Testing support, Management & Operations/Contractor Assurance activities, and other Program Planning and Management (PPM) activities as assigned by senior staff.   

  • May be assigned work supporting all groups within the SAS.

  • Establishes and maintains liaison relationships by networking with PNNL management & staff, DOE, Field Intelligence Element (FIE), and other Contractors to foster integration, best practices and meet Division goals. Often serves as consultant to senior management.

  • Inspires commitment and grows the skills of others. May provide oversight of other staff and contractor work.

Responsibilities

Provides technical expertise and support associated with the development and operation of one or more of PNNL¿s individual SAS programs (topical areas) and technical advice and assistance for the development and operation of programs managed by others. Support levels provide technical and administrative direction, processing activities, and support to the Laboratory in a variety of SAS programs (topical areas) in accordance with DOE, other client, and PNNL policies and procedures. Roles in the professional hierarchy are responsible for analysis and interpretation of DOE and other Government Agency regulations, laws, and orders, development of company policies and procedures, development and implementation of qualification training programs, leadership and oversight for the development, implementation and conduct of the assigned program elements (sub-topical areas), project management and oversight of assigned SAS project funding (to include budget development and cost control), and direct support to line management, project management, SAS program management, and the Federal SAS oversight entity for the evaluation and implementation of security requirements in the conduct of PNNL research and operations.

Qualifications

Minimum Qualifications:

  • BS/BA and 2+ years of relevant work experience -OR-

  • MS/MA or higher

Preferred Qualifications:

  • Possesses the knowledge, skills and ability for the Incidents of Security Concern Program elements within Safeguards and Security.

  • Possesses the knowledge, skills and ability to perform DOE assessments, cause analyses and corrective action management.

  • Possesses the ability to identify trends and impacts, use innovative ideas to enhance business results and to influence policy and set direction across national organizations within the area of expertise. Possesses the ability to successfully communicate, integrate and coordinate with internal staff, stakeholders and external customers and effectively guide and mentor staff.

  • Possesses the ability to use skills as a seasoned professional with complete understanding and wide application of technical principles, theories, and concepts in the field.

  • Possesses the ability to provide leadership, and influence DOE policy and direction.

  • Demonstrates the ability to work independently with little oversight required.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
