Job Responsibilities/Duties

Washington River Protection Solutions (WRPS) seeks a Senior Project Control Engineer functioning as a Lead with an emphasis in cost and reporting in support of the execution of WRPS tank farms mission. The integrated Project Controls Engineer functions as a senior project cost analyst and scheduler. This position prepares, maintains, reviews and revises baseline schedules and budgets for programmatic activities and in line-item construction projects. Responsibilities will include development and maintenance of the Performance Measurement Baseline schedule, Summarized Life Cycle Schedules (SLCS) and the Field Execution Schedule (FES). This position will also provide support in the development of the Work Breakdown Structure, work authorizations, performance measurement and analysis, funds management, spend forecasts, performance forecast, estimates to complete, cost control and earned value performance measurement; and associated reporting and information distribution internally and to Department of Energy (DOE)-Office of River Protection (ORP) and stakeholders. This position will also review schedule data and identify and acquire the information needed to create and maintain work relationships to interface between assigned disciplines or specialties and recommends appropriate actions and revisions.

Project Controls Engineer, responsibilities include but are not limited to the following:

  • Experience working in the following software: P6, Cost Plan, Tank Farm Project Management (TFPM), Hanford Data Integrator System (HANDI), Automated Accrual System (AAS), Asset Suite, Crystal, Charging Authorization System (TFWCA), Augmentation Information System Access (TFSWCA), Tank Farms Rules of Performance (TFROP), and Microsoft Suite;

  • Responsible for the coordination and limited direction of estimating, planning, and scheduling, cost engineering functions and resources for the purpose of providing high quality estimates, budgets, cost and schedule analysis and timely, accurate reports for measuring the performance and progress of projects;

  • Develop estimates, budgets, schedules and forecasts and track performance against the established baselines; advise management of project/work status for problem resolution decision making;

  • Prepare cost and scheduling procedures for projects; responsible for the validity of the project coding structures and work packages in the assigned areas; Designs or assists in the design of a work-breakdown structure;

  • Develop project budget estimates and estimate of cost to go. Analyze and report performance parameters, evaluate and advise management on schedule status based on project baselines and actual accomplishments;

  • Develop, implement, analyze, and maintain critical path method logic diagrams that require critical path analysis for time and resource management of manpower, equipment, or facilities;

  • Ensure reporting, charging, and accounting practices are consistent with site and DOE policies and/or procedures;

  • Extract data from site financial and project control systems and compile information for analysis relevant to project or work activity controls analysis and reporting;

  • Evaluate actual expenditures against the approved cost estimates and if differences are significant, determine and report the cause for the differences. Recommend alternatives to restoring timeline and schedule continuity;

  • Collect and compile relevant data, perform necessary analysis, and provide performance indicator status monthly. Generate and distribute routine charts, graphs, and statistical data in a timely manner. Develop ad hoc reports and presentations as necessary and as directed;

  • Implement, analyze, and maintain cost and schedule trend program, baseline change program and forecast process;

  • Prepare and assist in various levels of project reporting;

  • Assist in analysis of project variances;

  • Evaluate and analyze manpower and budget/funding impacts from varying organization or project changes or modifications;

  • Comply with WRPS policies and procedures;

  • Ensure ISMS principles are incorporated into organization's activities;

  • Ability to manage a change in priorities; and

  • Perform other duties as assigned.

Required Qualifications

Grade 18:

  • Bachelors Degree (BA/BS) in Business, Construction Management, Project Management or related field; and

  • Seven (7) years of related experience or an equivalent combination of education and experience.

Grade19:

  • Bachelors Degree (BA/BS) in Business, Construction Management, Project Management or related field; and

  • Nine (9) years of related experience or an equivalent combination of education and experience.

Desired Qualifications

  • Prior project controls experience supporting Hanford DOE projects or similar government agencies.

  • Experience with earned value systems, including but not limited to cost analysis, EAC development, schedule development and maintenance, earned value reporting systems, subcontract management, estimating, and Primavera P6 knowledge.

  • Understanding and knowledge of all aspects of Project Control scope, services, deliverables, customer needs, tools/systems, and processes and requirements.

  • Understanding and knowledge of material procurements.

  • Detailed working knowledge of P6 schedules/interfaces.

  • Presentation experience is preferred.

Compensation & Benefits

Grade 18:

Hiring Range Minimum: $104,175

Hiring Range Maximum: $131,425

Grade 19:

Hiring Range Minimum: $114,475

Hiring Range Maximum: $144,325

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
