A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.) .

We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Upon initial hire and onboarding, the position will require full time presence in the Richland, Washington project office, then may offer part-time telework flexibility. Once approved to PT Telework, the position will need to work two days in the office each week. This position works a 9/80 schedule, offering every other Friday off.

Position Summary

Provide consultation and expert advice and participate in planning, developing, and implementing solutions to meet project Procurement Systems automation requirements. Provide technical and administrative support, implement, operate, and assist project users in running the Procurement Systems application suite and associated systems. Participate in all areas of software and hardware specification, installation and administration, including, but not limited to, operating system configuration, database creation, network share creation, web server installation and client software rollout and implementation. Proactively monitor the operation of computer hardware and software. Analyze and resolve operational problems, taking corrective action as necessary. Provide advice to users on correct software usage and conduct training classes as requested.

Responsibilities

  • Participate with designated project implementation teams and personnel to determine and develop project automation requirements and objectives. This includes providing advice, guidance, and recommendations.

  • Assist in the specification of appropriate computer hardware and associated configurations.

  • Implement, operate, and assist project users in running the Procurement Systems application suite and associated systems.

  • Proactively monitor the operation of computer hardware and software.

  • Analyze and resolve operational problems, taking corrective action as necessary.

  • Provide advice to users on correct software usage; develop and conduct training classes as needed.

  • Install Procurement Systems software components, perform upgrades, and provide ongoing technical support.

  • Initiate requests for resolution of both hardware and software problems encountered during implementation and operations of Procurement Systems applications.

  • Support project personnel in the use of Procurement Systems applications, including any requirements involving set up and training.

  • Analyze and resolve problems relating to hardware, software or network related errors.

  • Accumulate and maintain data for reporting of group metrics.

  • Review and approve key Procurement deliverables within assigned function as requested.

Basic Qualifications

  • Bachelor’s degree from an accredited university or college with 6 years of related experience.

  • In lieu of a formal degree, 12 years of progressive related experience including but not limited to Procurement or IT.

  • Must be able to complete a pre-employment drug screen and background screening.

  • Possess the legal right to work and remain in the United States without sponsorship.

Minimum Qualifications

  • Experience with Microsoft Windows based, networked, computing environments, including operating system configurations, network share creation and client rollout and implementation.

  • Experience with web-based computing environments including creation and maintenance of basic web services.

  • Experience with software installation procedures and networked infrastructure concepts.

  • Experience in analyzing project application requirements and implementation based on analysis.

  • Knowledge of and experience with Procurement and Material Management procedures.

  • Knowledge of and experience with other standard applications used by Engineering, Procurement, and Construction.

  • Experience with relational database design.

  • Skilled in oral communication and experience in giving practical and technical presentations to medium audiences.

  • Experience with and knowledge of data processing operations.

  • Experience with typical and advanced troubleshooting techniques.

Preferred Qualifications

  • Knowledge and experience in supply chain management.

  • Previous experience working on Federal Government projects.

  • Knowledge of and experience in Engineering, Procurement, and Construction projects.
