The Procurement Support Manager position will manage and mentor an 8 to 12 person staff responsible for supporting the WRPS procurement organization. Responsibilities include:
Manage the overall Procurement compliance program to include specific programs such as the Government Furnished Equipment (GFE,) Workplace Substance Abuse Program (WSAP,) Subcontractor Insurance, and Plant Workforce Review (PWFR).
Manage and coordinate System inquiries and evaluations.
Manage adequate planning strategies and initiatives to ensure timely planning of procurement actions throughout the fiscal year
Manage workflow, procedures, reporting, analysis, and strategic sourcing activities
Manage WRPS Purchasing Card (PCard) program and systems to ensure they are maintained in compliance with regulations and prime contract requirements
Responsible for the coordination of Procurement Specialist, and P-Card training programs and assessments
Position is responsible to interpret relevant regulations and ensure procurement system documents comply with company policies, procedures and practices
The position manages the Procurement Services external and internal web-site applications, upgrades and administration
Manages the Balanced Scorecard program, including reporting and oversight to ensure balanced scorecard goals are met.
Manages the suite of Terms & Conditions to ensure they are up to date and consistent with the latest prime contract modifications.
Provides support to the Prime Contract on compliance matters.
Manages support activities including Internal Audit findings and management corrective action responses.
Manage reporting/oversight activities as required.
Has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits.
Manage and monitor subcontract and purchase order awards to assure compliance with applicable procedures.
Establishes subcontract/procurement policies and processes to ensure achievement of expectations.
Mentors less-experienced procurement professionals.
Provide formal training to the Procurement Services staff
Champions supply chain, procurement policy, and procedure revision and improvements.
Manage procurement systems, external and internal procurement web sites
Bachelor's degree in Business Administration or related field and a minimum of 12 years of Contracts/Procurement/Business experience and extensive understanding of complex business systems or equivalent combination of education and/or related experience.
Knowledge of the Hanford Procurement Systems (Asset Suite/EAM) and processes.
Experience in a Federal Government/Contractor FAR/DEAR environment.
Must have excellent written and verbal communication skills.
Good listening skills are essential.
Maintain effectiveness when experiencing major changes in work task or work environment
