Overview
The Process Analyst will help customers and stakeholders improve the effectiveness, efficiency, and return on investment of various programs and projects through elicitation, evaluation, and specification of requirements and improvement opportunities related to processes, people, and technology. Specifically, this position executes the following primary responsibilities:
Facilitate working sessions and communication with diverse stakeholder groups including executive and senior management, research staff, business stewards, subject matter experts, and information technology staff.
Elicit and analyze requirements, rules, and improvement opportunities.
Document processes and information using process diagrams, data models, state transition models, use case scenarios, and business rules and definitions.
Identify opportunities for improvement, streamlining, cost reduction, and efficiency.
Monitor and measure (qualitative and quantitative) process and information performance (actual and simulated).
Develop improvement agendas or road-maps for business capability improvement.
Develop business cases and business requirements for potential technology solutions.
Serve as a liaison to facilitate the design and development of technical solutions between stakeholders and vendors or solution providers.
Assist with people (culture) change management.
Analyze, identify, and document lessons learned for broader sharing and application.
Responsibilities
Provides specific governance and performance assurance related functions in support of PNNL's operations and mission and in implementation of a project, M&O Program or organization's applicable governance, assurance and quality programs.
Collects, organizes, monitors and distributes information related to governance, compliance and assurance management including process improvement functions.
This includes documentation of and compliance to standards in PNNL-developed processes (e.g., processes to manage HDI content and information; processes to manage strategic business and assurance planning; R&D project-specific and M&O program-specific standards and requirements).
In addition, standards such as Prime Contract H Clause, DOE O 414 - Quality, DOE O 232 - Occurrence Reporting, DOE O 243 - Records, PNNL Contractor Assurance System Description, ASME NQA-1, ISO 9001 are within the scope of the governance and performance assurance functions performed by this role.
Performs assessments and other assurance services related activities to develop, administer, and apply performance improvement aspects of the applicable program or plan.
The governance and assurance-related functions performed are primarily concerned with the systematic identification, data analysis, correction and prevention of risks, issues, unplanned events and non-conformances, the identification of unsatisfactory trends and conditions, casual analysis, and the correction of factors which may contribute to undesirable Lab performance.
The governance and assurance related functions performed are primarily associated with assessing, monitoring and/or reporting the conformance to standards and business rules approved by management, the analysis and reporting of assurance results, and support to Laboratory management for assurance related needs.
Qualifications
Minimum Qualifications:
BS/BA and 7 years of relevant experience -OR-
MS/MA or higher and 5 years of relevant experience
Preferred Qualifications:
Lean Six Sigma Black Belt certification.
Experience in process modeling and design, organizational development, operational and business support, or related field.
Experience developing actionable, long-term improvement strategies.
Experience analyzing, identifying, and documenting lessons learned for broader sharing and application.
Experience implementing modern technologies to replace aging legacy systems.
Knowledge of PNNL and Battelle process management based on experience related to conduct of research and operations.
Excellent communication skills, facilitation skills, and experience with change management.
Experience implementing enterprise/business architecture discipline and techniques (e.g., TOGAF, Zachman, Federal Enterprise Architecture).
Experience preparing return-on-investment analyses.
Experience in statistical analysis.
