Overview

We’re seeking a detail oriented team member who can collaborate with multiple stakeholders in support of our Safeguards and Security Program. Help process and oversee foreign national access requests required to work with PNNL, contributing to the safe and secure posture PNNL has in compliance with DOE requirements. This is a position for a detail oriented multi-tasker in our Foreign National Access program. In this role, you will leverage your organizational talents to assist people in completing all the pieces required to submit a request for a foreign national to interact with PNNL. You will also be training under the subject matter expert to assist in requirements implementation and providing guidance to team members. This very important piece of security is critical to PNNL staff collaborating on a global scale. You will facilitate the access requests by creating, tracking, and maintaining appropriate records and data. You manage documents, records, and sensitive information. You will interact with multiple federal agencies, human resources, and individuals at all levels of the organization. You will oversee some of our complex process implementations and use analytical thinking to facilitate solutions.

Responsibilities

You are a listener, an organizational superstar and an expert in multi tasking. You will have multiple priorities with complexities requiring you to analyze and identify appropriate solutions. You will collaborate with Universities, federal organizations such as the Department of Homeland Security and Department of State, and scientific organizations from all over the world. Your quality of work is excellent, your documents are accurate and you enjoy data analysis. You are a good communicator and are comfortable working with a diverse group of people. You will act as a backup for the subject matter expert and assist in interpreting requirements and applying them to a variety of situations.

Job Complexity:

You will review procedures, established process, and exercise your judgement in determining the appropriate actions to take. You will spend a large amount of time interacting with individuals to help them with inquiries and questions, while displaying excellent customer service. You will learn the governing documents and implementation methods of applicable requirements and assist with developing solutions, tasks, and other actions. You will provide guidance to processors within the foreign national access office on situations that are complex and assist in developing solutions that meet compliance requirements.

Discretion:

This position requires the ability to acquire, review, analyze, and process sensitive information. You will handle business sensitive and personally identifiable information and demonstrate discretion and good operational security. You will be expected to exercise judgment and apply solutions in determining appropriate actions.

Authorities and Accountabilities:

  • Build and maintain relationships with the Safeguards and Security team, PNNL Staff, and the Department of Energy.

  • Collaborate with subject matter experts on tasks and deliverables.

  • Ensure quality of and accuracy of information in produced deliverables.

  • Prepare requests for foreign national access to Department of Energy assets.

  • Support the Foreign National Access program Subject Matter Expert to verify compliance with all federal, state, and company requirements.

  • Possess the ability to effectively interface and collaborate with a diverse set of customers both internal and external.

  • Provide technical direction to PNNL staff on appropriate actions to take for interactions with foreign nationals.

  • Continue to improve the PNNL security culture.

  • Interpret new requirements and identify creative solutions to provide compliance and enable interactions.

  • Take on additional work and duties within job family expectations, as assigned by your line manager.

Qualifications

Minimum Qualifications:

  • Bachelor's degree and 3+ years of relevant experience

  • Advanced degree and 0-2 years of relevant experience

Preferred Qualifications:

  • Experience working with immigration documentation.

  • Experience working in a DOE or DOD environment.

  • A background in security practices.

  • Detail oriented.

  • Exemplary customer service skills.

  • Works within established priorities, procedures, processes and requirements requiring judgment in resolving issues or in making recommendations.

  • Is able to work in a team environment with multiple groups to meet business goals.

  • Exercises and demonstrates good judgment within defined procedures and practices to determine appropriate action.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
