Overview
The Earth and Biological Sciences (EBSD) Operations office is looking for a highly motivated individual, capable of working independently and able to manage multiple priorities in a fast-paced environment. EBSD’s Operations Office provides support to the R&D directorate to integrate operational capabilities, incorporate requirements and create effective solutions across the research portfolio. This will include supporting laboratory, field work and office-based functions. The Operations Team helps to enable project execution and identify areas for improving effectiveness and efficiency for research operations. Position requires knowledge of DOE requirements, principles of Environmental Health, Safety and Security (EHSS) and an understanding of Operational Excellence principles with the ability to influence laboratory policy. Functions as an operational lead, mentors other exempt and/or nonexempt operations staff and has the ability provide operations direction across organizations.
This position requires an onsite presence at the PNNL campus and the ability and willingness to respond to the Lab under emergent conditions. This may include weekends/holidays in rotation with other operations staff.
Responsibilities
Must have a strong commitment to safety and security with a proactive approach to identifying hazards and risks to research operations. Coach and mentor staff in SCoR principles.
Identifies and manages EBSD operational needs and emerging regulatory requirements, providing analysis of options and recommendations to mitigate exposure to operational risk.
Assists in the management of incidents, accidents and off normal events. Helps identify and implement immediate recovery actions and longer-term corrective actions to remedy adverse conditions. Lead critiques, fact findings and manages the issue management process following events.
Develops, leads and participates in various assessments in EBSD and across directorate lines.
Evaluates the need for and coordinates necessary Subject Matter Expert (SME) support to line management, staff, and Project Management Office to assist with project planning, assessment activities and risk identification and mitigation.
Supports day-to-day work being conducted in research and operations spaces including planning for contractors, crafts personnel, and/or visiting researchers as well as the utilization of equipment, systems, and capabilities within their assigned spaces.
Conduct risk reviews in the Electronic Prep & Risk system – reviews EH&S questions with Project Managers and identifies potential operational risk.
Provide oversight and assistance with Lab Assist (activity planning, assessments, routine operating envelopes, hazard identification). Assist with ORMPs, Activity development and training of activity owners.
Represent EBSD management for lab space related issues, including overseeing lab, equipment and project start-ups.
Interface with Facilities staff and SMEs to assure appropriate lab modifications and other needed facility changes to support operational needs are completed and meet R&D needs.
Mitigate the impact to R&D activities during outages, facility modifications, etc.
Act as a TOR2 for the Operations Office.
Support lab, facility or research readiness activities.
Perform research staff training and requirements briefings as needed (TOR2, CSM, etc).
Productively and proactively network to build good working relationships across the Laboratory.
Excellent communications skills, both verbal and written.
Ability to build consensus through understanding and articulating the strategic priorities and alignment of the organization.
Operational oversight or management of construction and installation of laboratory equipment and systems.
Interface with Facility Core Teams, F&IO staff and management to support facility outages to ensure research equipment, materials and facilities are not impacted.
Knowledge of bargaining unit agreement and processes.
Qualifications
Minimum Qualifications:
BS/BA and 9 years of relevant experience -OR-
MS/MA or higher and 7 years of relevant experience
Preferred Qualifications:
Knowledge of DOE requirements, the principles of Environmental Health, Safety and Security (EHSS), and of Operational Excellence.
Experience coaching and mentoring staff in SCoR principles.
Experience supporting laboratory, field, and office based functions.
Knowledge of bargaining unit agreements and processes.
Hazardous Working Conditions/Environment
Access to laboratories and work spaces that contain chemicals, biological materials, and other potential hazards.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
