Job Title: Nuclear Material Control and Accountability (MC&A) Consultant Location: Work shall be conducted at the Department of Energy (DOE) government offices, the Hanford Site and Richland, WA. This position may be telework eligible, and if it is identified as such, there will be a 30-day waiting period in which 100% in-office support will be expected.

Hours: 500 hours - part-time

Compensation: $110.00 per hour to $120.00 per hour, depending on years of relevant professional experience, education and professional background.

Security: Eligibility to obtain and retain a DOE Q-level security clearance.

AttainX is seeking an initiative-taking senior-level technical consultant project coordinator/analyst to with strong leadership, organizational, communication and technical skills to support our government client, DOE, and DOE's Assistant Manager of Mission Support (AMMS) Security and Emergency Services Division (SES).

QUALIFICATIONS

Minimum Required:

  • 8+ years of experience in the DOE safeguards and security area of nuclear material control and accountability.
  • Bachelor's degree in engineering or physical science.
  • Familiarity with nuclear MC&A software such as LANMAS.
  • Familiarity with protective force operations.
  • Proficient in both technical writing and editing, with background experience in both.
  • Excellent verbal communication skills.
  • U.S. citizenship

Preferred Experience and Capabilities:

  • Working level knowledge of Hanford Site mission, activities and priorities.
  • Working level knowledge of DOE-Hanford processes and procedures.
  • Working level knowledge of DOE program management practices, policies and procedures.
  • Familiarity with DOE nuclear facilities.
  • Proficient in Microsoft Office 365, specifically Word and Excel.

JOB DUTIES:

Perform surveys of the Nuclear MC&A (NMC&A) program, using lines of inquiry associated with identified tasks.

Review MC&A plans and procedures to ensure documentation is sufficient to maintain a comprehensive, effective and cost-efficient program to control and account for nuclear materials.

Review self-assessments for the MC&A program to ensure they include all aspects of the program and effectively identify deficiencies.

Evaluate NMC&A performance testing and system effectiveness programs to ensure accurate and comprehensive evaluations of program effectiveness; conduct additional performance testing to validate contractor results.

Evaluate training program for NMC&A functions, including an approved training plan which outlines the training requirements for all NMC&A personnel based on job tasks analyses, checks training records for currency and accuracy.

Evaluate accounting system to ensure facilities maintain data by Material Balance Area (MBA) that reflects quantities of nuclear material received, shipped or adjusted and remaining quantities on inventory.

Review shipment/receipt protocols including evaluation of NRC 741 files, performance of receipt measurements and evaluation and resolution of shipper/receiver differences.

Evaluate the inventory adjustment program/procedures and actual transactions for select adjustments.

Evaluate the data reported to NMMSS and review accounting reports that include nuclear material transactions, material balances, inventory adjustments and external shipments and review the NMMSS error rates.
