Pacific Northwest National Laboratory Logistics Coordinator - International Nuclear Security (INS) Program in Richland, Washington

Overview

The International Nuclear Security Program (PINS) advances U.S. international efforts to prevent theft and sabotage of nuclear materials and facilities worldwide by partnering with countries and international organizations to secure weapons-usable nuclear materials, nuclear power plants and fuel cycle facilities, research reactors, and materials in transit. The INS Logistics Coordinator is a program and technical resource to support this nonproliferation mission.

This position has a high degree of visibility, both internally and externally. As such, the incumbent must possess excellent time management, writing and communication skills, attention to detail, and customer service. In addition, the incumbent should maintain a proactive approach to problem solving and demonstrable creativity and initiative in addressing new challenges. Based on tasking, the Logistics Coordinator is directly accountable to the Event Management Lead, the Multilateral/Capacity Building Portfolio Manager, and the INS Technology Portfolio Manager.

Responsibilities

The Logistics Coordinator contributes to PNNL through coordination of project logistics. Jobs on this hierarchy require specific expertise and knowledge of standards, practices and procedures typically acquired through specialized training and/or work-related experience and/or formal technical education. Jobs in this hierarchy are individual contributors and are responsible for the end results achieved through own work. The job family level is determined by the degree of expertise and judgment required by a specific job and the business need for a job.

The INS Logistics Coordinator supports program activities in three areas:

Event Management

  • Supports foreign language translation requests, facilitate and coordinate foreign language translation services within PNNL and other laboratories for the INS program. Ensure configuration management, quality review, and proper record retention of translated materials.

  • Manages contractor performance and track invoices. Oversee and manage contractor performance, including tracking and verifying invoices to ensure accurate and timely payments.

  • Assists the IAEA Nominations Coordinator to track nuclear security events and U.S. agency nominations.

  • Contributes to planning, delivery, and close-out of large, complex workshops and training courses. Support Event Managers in the planning, delivery, and close-out activities of large, complex workshops and training courses, including logistical coordination and documentation management as needed.

Operations

  • Manages INS internal web presence including quarterly content management activities.

  • Recruit presenters, organizes, promotes, and delivers the program’s Lunch-n-Learn sessions.

  • Primary records custodian responsible for project records collection, migration, and retention processes.

  • Compile and develop program metrics for monthly, quarterly, and ad hoc reporting.

Program Technology Support

  • Logs, tracks, and verifies access requests to the INS Portal.

  • Makes minor content and permission changes on the INS Portal Site.

  • Troubleshoots end-user problems and serves as first contact (tier one) to answer mailbox on set days.

  • Record events and problems and their resolution.

  • Tracks and escalates issues to additional INS Portal Team members (tier two) and development team as needed for swift resolution.

  • Document, test, identify, and suggest possible improvements on procedures.

The INS Logistics Coordinator will:

  • Serve as an INS Technical Oversight Representative (TOR) on contracts.

  • Must be able to work with contracted international vendors on scoping requests outside normal business hours to meet requested deadlines as needed.

  • Establish, maintain, and execute standard operating procedures to leverage efficiencies and best practices.

  • Identify process improvement and efficiency opportunities.

  • Perform work with reliability, efficiency, and a customer service orientation to provide support from initial request to close-out.

  • Track progress, identify risk, resolve obstacles, and elevate concerns as appropriate to INS Management.

  • Perform other activities as directed.

Qualifications

Minimum Qualifications:

  • BS/BA or higher -OR-

  • AA degree and 10 years of relevant logistical project support experience -OR-

  • HS/GED and 12 years of relevant logistical project support experience

  • Qualifying experience in planning multiple meetings, trainings, and programs; knowledge of stakeholder and vendor partnership and direction may be counted

Preferred Qualifications:

  • Demonstrated ability to support multiple projects simultaneously and effectively work in hybrid work teams (mixture of staff members working onsite and remote).

  • Experience supporting events or event managers in planning, delivery, and close-out activities.

  • Experience handling project records and compiling metrics for various reporting needs.

  • Strong interpersonal skills with ability to team and collaborate effectively as a team player. Customer service oriented and approachable.

  • Proactive, organized, detail-oriented, and flexible multi-tasker with good time management skills.

  • Ability to prioritize work assignments and adjust his/her schedule based on evolving programmatic requirements.

  • Intermediate Microsoft Office Suite skills.

  • Experience with Office365, SharePoint, MS Forms, SmartSheets, and a wide range of PNNL business system and project management tools.

  • Demonstrated computer software troubleshooting skills with creative thinking and problem solving.

  • Existing qualification as a Technical Oversight Representative (TOR).

  • Prior experience supporting DOE or National Laboratory business operations and/or programmatic events is strongly preferred.

Hazardous Working Conditions/Environment

Candidate must be able to support INS activities outside of normal business hours to accommodate foreign partner schedules/international time zones.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
