Job Duties/Scope Of Work This position supports the Workforce Resources & Development (WRD) department. The HR Specialist will provide a broad range of staffing, recruitment, and other human resource services to the company. This position will report to the WRD manager but may support and receive direction from the Staffing Team Lead or other senior level team members. The HR Specialist is a highly visible position interacting with employees and managers within the company in addition to a variety of external entities including, but not limited to: the Department of Energy (DOE), vendors, HR staff at other contractors, and more. This position resides in a highly complex, challenging, and fast-paced environment. To be successful, the HR Specialist occupying this position must be able to perform the following functions: • Develop and implement strategies for efficient and effective recruitment, selection and retention. • Provide complete and accurate information to candidates to positively market the company and its mission. • Effectively communicate and coordinate duties that interact closely with the role of the HR Business Partners. • Foster a strong relationship with other team members within the Workforce Solutions organization. • Ensure that managers are receiving timely, accurate and consistent messages with regard to the staffing process. • Assist with the development of internal and external recruitment plans, when needed. • Foster relationships with entities that are sources for qualified and diverse candidates. • Confer with management to identify personnel needs, workforce planning strategies, search assignments and retention programs. • Develop detailed job descriptions ensuring a thorough understanding of job duties, responsibilities, business requirements. • Serve as a subject matter expert on candidate screening and applicant tracking, review resumes and credentials for appropriateness of skills, experience and knowledge in relation to position requirements. • Participate in face-to-face behavioral-based interviewing methodologies and identify other interview best-practices. • Prepare hiring managers and interview panel participants for interviews, providing guidelines and interview techniques. Provide appropriate training to ensure managers are prepared to interview effectively and legally. • Maintain accurate and well-ordered documentation on all candidates, searches, interviews and other recruiting activities to ensure hiring compliance with all applicable federal and state laws. • Extend offers of employment to selected candidates, in coordination with our compensation team and the hiring manager. • May lead or assist in leading New Hire Orientation training and coordinate onboarding activities. Basic Qualifications • Bachelor's degree in Human Resources, Business or a related field - OR - an equivalent combination of education and experience - OR - enrolled in a relevant degree program with anticipated completion occurring within 1 semester or quarter, plus three (3) or more years of experience in staffing and/or recruitment. NOTE: Completion of the degree program must be verified prior to employment with HMIS. • Proficiency in Microsoft Word, Excel, and Outlook. • Proven track record of a strong attention to detail and focus on customer-service. • Ability to manage a heavy workload within a fast-paced environment. • Ability to meet multiple deadlines and be responsive to ever-changing priorities. Desired Qualifications • PHR/SPHR or other Human Resources certification and an emphasis on maintaining a knowledge base of related HR terms, regulations, and trends. • Previous experience implementing best practices for recruiting and/or staffing processes. • Proficient computer skills including complex spreadsheets and high-level word-processing. • Previous experience with PeopleSoft or a similar HRIS or si
