Overview
The Physical and Computational Sciences Directorate (PCSD) researchers lead major R&D efforts in experimental and theoretical interfacial chemistry, chemical analysis, high energy physics, interfacial catalysis, multifunctional materials, and integrated high-performance and data-intensive computing.
PCSD is PNNL’s primary steward for research supported by the Department of Energy’s Offices of Basic Energy Sciences, Advanced Scientific Computing Research, and Nuclear Physics, all within the Department of Energy's Office of Science.
Additionally, Directorate staff perform research and development for private industry and other government agencies, such as the Department of Defense and NASA. The Directorate's researchers are members of interdisciplinary teams tackling challenges of national importance that cut across all missions of the Department of Energy.
Responsibilities
The Advanced Computing, Mathematics and Data Division (ACMDD) within the Physical and Computational Sciences Directorate (PCSD) is currently seeking a Senior Financial Coordinator to provide support for colleagues in ACMDD’s High Performance Computing (HPC) and Software and Data Systems Engineering (S&DSE) groups, and other assigned staff within PCSD. Proactively participates as a team member for assigned groups/activities and serves as a resource to ensure objectives are achieved and carried out consistently in the following areas: project management, business, contracts, finance, acquisitions, sales, and quality assurance. Routine external contacts include staff at DOE Headquarters and other sponsors, as well as vendors and collaborators at universities and industry partners.
Responsibilities
Coordination of proposal process including preparing formal cost estimates, budget justifications, drafting prep and risk documents, preparing current and pending support documents, and ensuring deadlines are met. Works with external partners and internal PNNL staff to obtain required information and documents. Finalize proposal package, obtain necessary approvals with PI/PM, Sector office, Communications and Contracts Specialist and submittal of.
Support projects throughout their life cycle from the proposal stage through project closeout. Sets up new projects, develops and maintains spend plans, provides monthly reports with analysis, identifies areas of concern, and offers solutions to PI/PM to maintain financial integrity. Prepares purchase requisitions (PRs), tracks procurements and service contracts throughout life cycle, and manages the accrual process throughout the year for assigned projects.
Provide support for overall business management of the AMCDD overheads and projects. Generates baseline FTE and budget requests for the annual business planning process and analyzes group overhead expenditures and impacts of budget changes. Is a resource for staff on PNNL policies, procedures and compliance. This position may have delegated business approvals from the group managers and team leads including travel expense report and Pcard reconciliation reviews.
The Financial Coordinator contributes to PNNL through financial support of project management. The job family level (S3-P4) is determined by the degree of expertise and judgment required of the job and the mission need for a specific job.
Qualifications
Minimum Qualifications:
MS/MA or higher and 5 years of financial relevant experience -OR-
BS/BA and 7 years of relevant financial experience -OR-
AA and 16 years of relevant financial experience -OR-
HS/GED and 18 years of relevant financial experience.
Qualifying experience in financial support of budget management, financial analysis, and tracking & reporting of cost and spend may be considered.
Preferred Qualifications:
Proactive, detail-oriented with ability to independently organize and prioritize workload to meet deadlines in a fast-paced environment.
Excellent communication skills, with the ability to present complex financial information in a clear and concise manner.
Uses discretion and good judgment to resolve issues and positively interact with a wide variety of PNNL staff, contractors, and sponsors.
Experience in financial forecasting, analysis, budgeting and business planning and all phases of proposal development and submission.
Knowledge of overhead types, direct funding, contract and budget management and PNNL specific processes and procedures.
Proficiency in Microsoft Office Suite, particularly MS Excel and lab systems PowerBI, Proposal Pricing System, Electronic Prep and Risk, WALS, Purchasing and Expense System, Project Portfolio Management.
Experience using Portfolio Analysis and Management System (PAMs) and Grants.gov.
Familiarity with project closeout activities (closing of charge codes, finalization of records/closing of file plan and de-obligation of funds).
Experience in a laboratory or research environment with a large peer network.
