Job Responsibilities/Duties

Washington River Protection Solutions (WRPS) manages one of the most challenging radioactive waste cleanup projects in the country. Our focus is reducing the environmental risk posed by 56 million gallons of radioactive and chemical waste stored in 177 underground tanks on the Hanford Site located in Richland, WA. WRPS seeks an Estimator (Senior) to prepare complex estimates (i.e., proposal, fair cost, conceptual, definitive design, study, Performance Measurement Baseline, etc.) to include coordinating with Project Manager's(PMs), Control Account Manager's (CAMs), Prime Contract Administrators, Subcontract Administrators, Project Controls personnel and SMEs to understand the scope of work / project execution plan and develop resource requirements.

The successful candidate will be responsible but not limited to the following:

  • Coordinate or provide work direction to other estimators on large estimating efforts;

  • Prepare, present and defend highly complex estimate review packages to management;

  • Demonstrate extensive understanding of all estimating disciplines (civil, mechanical, electrical, etc) or be an expert in at least one discipline;

  • Review and approve estimates developed by other estimators, as directed by the Estimating Manager;

  • Review, suggest and implement system and process improvements;

  • Develop estimate plans and basis of estimate documents;

  • Review and determine if estimate input (scope, schedule, WBS, assumptions, exclusions, other coding) are adequate;

  • Determine estimating methods to be used;

  • Analyze the reasonableness of estimates by comparing estimates, or portions of estimates, to historical information (benchmarks, standard ratios, etc); document the analysis; revise estimates as needed based on the analysis;

  • Review specifications and drawings/sketches for the preparation of the cost estimates; oversee or perform detailed quantity takeoff of drawings or sketches;

  • Support prime or subcontract negotiations as needed;

  • Prepare with preparation of cost price analysis of subcontractor/vendor prices;

  • Prepare and/or review Estimating procedures and desktop instructions;

  • Review estimates prepared by others outside of the Estimating Department;

  • Provide training in related areas as needed

  • Coach or mentor as needed

Required Qualifications

Grade 19:

Bachelor's degree (BA/BS) in Engineering, Construction Management, Project Management, or a related discipline and nine (9) years of experience in estimating, construction, project management, engineering or related fields, or equivalent combination of education and/or experience.

Grade 20:

Bachelor's degree (BA/BS) in Engineering, Construction Management, Project Management, or a related discipline and ten (10) years of experience in estimating, construction, project management, engineering or related fields, or equivalent combination of education and/or experience.

Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

Grade 21:

Bachelor's degree (BA/BS) in Engineering, Construction Management, Project Management, or a related discipline and twelve (12) years of experience in estimating, construction, project management, engineering or related fields or equivalent combination of education and/or experience.

Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is significantly larger, and the expected level of performance is greatly increased.

Desired Qualifications

  • Experience in estimating at Hanford or similar DOE or DOD sites.

  • Experience in construction, construction management, project management, engineering, project controls or related areas.

  • Demonstrate extensive understanding of most WRPS work scopes (retrievals, project management, engineering, capital construction, etc.).

  • Working knowledge of industry standard estimating practices and a good understanding of current market pricing and construction practices.

  • Ability to review design drawings, perform takeoffs, and utilize other information from completed projects to develop estimated quantities and costs.

  • Proficiency with the use of databases, spreadsheets and word processing software.

  • Demonstrated ability to practice effective two way communications, make presentations on complex information to management and communicate orally and in writing in a clear and concise manner.

  • Demonstrates an independent decision making and sound professional judgment in developing the most complex estimates and identifying the most appropriate estimate methods.

  • Experience with Federal Acquisition Regulations (FAR), Part 15.

  • Experience with DOE O 413.3b and referenced DOE G 413.3-21.

Compensation & Benefits

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.

Hiring Range Minimum: $114,475

Hiring Range Maximum: $174,900
