Navarro Research and Engineering is recruiting for an Emergency Preparedness Specialist, Sr. in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

Design, develop, conduct, have oversight of, or support specific or all elements of the Navarro-ATL Emergency Preparedness Program. This could include procedure writing; program planning; developing and delivering training; planning and conducting drills and exercises; designing, developing, and maintaining emergency response facilities and equipment; and providing coordination with state and local emergency management authorities. Support or lead the direction of an emergency management program for an assigned facility.

Responsibilities:

  • Review Emergency Planning Hazards Assessment (EPHA) revisions and determine impact of EPHA changes on the facility's drill program. Recommend changes to affected drill scenarios.

  • Investigate, analyze, and make recommendations on emergency preparedness problems.

  • Conduct field surveillances and management assessments on Emergency Management Program requirements as directed.

  • Design and develop training lesson plans; assist in scheduling and conducting training on emergency management processes.

  • Prepare and revise emergency preparedness plans, controls, procedures, and instructions to assure they are current and effective.

  • Periodically test emergency equipment and maintains test records.

  • Participate in Hanford Site Exercise Program.

  • Perform on-call duties as assigned.

  • Interpret Federal and State requirements as they apply to Emergency Management and facility.

  • Develop corrective action plans, track, and trend data from reports.

  • Will be required to obtain local EP Coordinator Qualification (within first year of employment).

  • Will be required to maintain training to allow access to hazardous facility.

  • Other duties as assigned.

Requirements

Minimum Qualifications:

  • Bachelor's degree (BA/BS) in related field and 7 years related experience, or equivalent combination of education and/or experience.

  • Valid state driver's license.

Preferred Qualifications:

  • Excellent written and verbal communication skills.

  • Experience implementing Emergency Management requirements.

Annual Salary Range (based on full-time 40 hours per week)

Grade 18: $104,175 - $131,425

Grade 19: $114,475 - $144,325

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.

In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
