Job Duties/Scope Of Work •Material Control and Accountability (MC&A)Management: Oversee the Hanford site-wide MC&A program, ensuring compliance with all relevant policies and procedures. •Nuclear Materials Reporting: Act as the Nuclear Materials Representative, responsible for accurate reporting and data submission to the Nuclear Material Management and Safeguards System (NMMSS). •Advisory Role: Advise DOE on unacceptable policies or procedures and recommend the discontinuation of any operations posing risks of nuclear material loss. •Procedure Approval: Approve all procedures related to the control and accountability of nuclear materials, including measurement, transfer, and inventory for contractors. •Operational Authority: Have the authority to discontinue specific operations exhibiting actual or imminent loss of control of nuclear materials or that pose unacceptable safeguards and security risks. •Personnel Appointments: Appoint or approve personnel for custodian manager and nuclear material custodian roles across all contractors involved in the MC&A program. •Training Program: Develop and implement a comprehensive training program for all employees engaged in the handling of special nuclear materials. •Tamper-Indicating Devices: Define and approve the types of Tamper-Indicating Devices (TIDs) used at the Hanford Site and their application to container types. •Material Balance Areas Management: Control, issue, and approve the establishment and closure of all Material Balance Areas (MBAs) and changes to their boundaries. •Buyer Technical Representative: Serve as the Buyer Technical Representative for contracts supporting the Director's organization. •Cost Account Management: Act as the Control Account Manager for MC&A program cost accounts, ensuring financial integrity and accountability. •National Security Systems: Oversee the implementation and management of all National Security Systems to include Enterprise Secure Computing system. Basic Qualifications •Bachelor's degree in a relevant field (Nuclear Engineering, Security Management, or related discipline) -OR- an equivalent combination of education and experience. •Strong knowledge of regulatory requirements and best practices in MC&A. •Proven leadership skills with experience in managing complex programs. •Excellent communication and advisory skills. •Ability to obtain and maintain necessary security clearances. Desired Qualifications •10 years of experience in nuclear materials management, safeguards, or security. •Previous experience as a nuclear material custodian is desired. •Previous experience in an advisory role to senior leadership.
