Overview

The Campus Development Division delivers mission ready projects from concept inception through readiness and beneficial use in support of the forward looking PNNL Campus Strategy, emerging research needs, and the ongoing investments in modernizing and maintaining the Laboratory’s existing facilities, utilities, and infrastructure. Campus Development's project lifecycles begin in Facility Strategic Planning as part of the campus wide Facilities and Infrastructure (F&I) planning process.

Campus Development excels in actualizing projects that maximize safety, functionality, and reliability, while optimizing the efficiency, sustainability, and life-cycle operating costs of our facility and infrastructure capabilities to enable a mission ready world-class research and development campus for the Department of Energy.

Responsibilities

The Design Engineering Manager directs and integrates the architectural design and engineering services for all Laboratory facilities and infrastructure projects. This position establishes and implements all engineering and drafting standards for conduct of work at PNNL and oversees all engineering performed by subcontractors. This manager is responsible to:

  • Ensure facilities are designed in a manner that protects the health and safety of staff, the public, and the environment.

  • Partner with senior management to determine engineering feasibility, cost effectiveness, and customer demand.

  • Provide management direction and oversight for 8-12 staff including staff career development and performance evaluation.

  • Implement engineering procedures, processes and best practices through continuous improvement.

  • Integrate design disciplines including ensuring that design deliverables meet established standards and operational requirements.

  • Perform resource analysis in support of staff project assignments and make decisions on when to subcontract design work.

  • Steward metrics and reporting for facility design and engineering and coordinate with senior management to set discipline priorities.

  • Deliver timely engineering designs and solutions to customers addressing emerging and changing priorities in collaboration with Campus Planning, Project Management, Design & Drafting and Construction Management.

Qualifications

Minimum Qualifications:

  • Bachelor's degree plus 8+ years of relevant experience; OR,

  • Master's degree plus 6+ years of relevant experience. Typical related management experience should include, initiating, planning, executing, controlling, and closing processes.

Preferred Qualifications:

  • Bachelor’s or Master’s degree in electrical, mechanical, civil/structural engineering or architecture.

  • Professional Engineering (PE) or Registered Architect (RA).

  • Facility design and engineering leadership experience for commercial and/or industrial facilities including complex mechanical and electrical scope.

  • A record of effective design engineering management and service leadership in a laboratory or

  • DOE operational setting.

  • Demonstrated ability to effectively lead hybrid work teams (mixture of staff working onsite and remote).

  • Strong ability to organize and present detailed analysis to PNNL and DOE site office leadership.

  • Integration experience of a multi-discipline design team.

  • Experience in promoting and support staff career development and performance evaluation.

  • Experience in resource requirement analysis and decisions regarding projects assignments and/or decision to utilize outside design resources.

  • Experience is overseeing the work product scope and quality of both internal and external engineering design resources.

  • Strong interpersonal skills to communicate within and outside PNNL and relate effectively to diverse stakeholders. A proven ability to establish improved ways for interfacing with stakeholders and integrating strategies for dealing with the changing needs of research customers and provide creative service models to enable research objectives.

Hazardous Working Conditions/Environment

Work may include construction field work oversight, and exposure to normal/typical construction site hazards (e.g., uneven terrain, welding, cutting, grinding operations, open excavations, noise, vibrations, heavy equipment operation, ladder use, exposure to weather).
