Job Responsibilities/Duties

Washington River Protection Solutions (WRPS) is the tank farm operating contractor at the Hanford Site located in Richland, WA. The WRPS mission is to safely store, retrieve, and treat 56 million gallons of legacy radioactive and hazardous waste. This complex mission spans all competencies of engineering/science accomplished through a highly integrated organization engineering organization. Engineering at WRPS consists of process engineering, design engineering, nuclear safety, plant/system engineering, construction project engineering, procurement engineering, process and control system engineering, engineering standards/program implementation, and the Chief Technology Office. These areas support all areas of the tank farm mission including Retrievals, Production Operations, Field Projects, Waste Feed Delivery Projects, and long term innovations.

Design Engineering provides in-house design engineering support to Production Operations, SST Retrievals and Tank Farm Projects. It is responsible for oversight of design execution and change control and drawing configuration control for the TOC and owns the associated procedures. Design Engineering is also responsible for Procurement Engineering and supports implementation of the Commercial Grade Dedication (CGD) process.

The Design Engineering Manager provides leadership, management, and integration of the Design Engineering functional support area. Has overall responsibility for management and development of assigned staff, technical oversight, and quality assurance for functional area execution. Provides cost effective, innovative design and procurement engineering/commercial grade dedication services to the Tank Operating Contraction (TOC) in an objective, timely, and responsive manner to ensure achievement of company goals and project objectives. Serves as the site authority for the identification and interpretation of design engineering related requirements and resolution of associated issues. Oversees the planning, scheduling, conducting, or coordination of detailed phases of multi-discipline design, the preparing of scopes of work, design criteria, man-hour estimates and schedules

  • Effectively lead members of the Design Engineering team including encouraging their professional development and establishing arrangements that allow them to perform effectively in their role

  • Provide robust and timely multi-discipline design engineering support to TOC operations, maintenance and project delivery, including the provision of external support as and when required, aligned to the relevant cost and schedule objectives.

  • Ensure that Design Engineering staff are suitably qualified and experienced including the establishment and maintenance of any required qualifications.

  • Provide a multi-disciplined technical support and subject matter expert (SME) capability in the areas of: 1) Mechanical, electrical, civil/structural design; 2) Computer-aided design (CAD) and drawing/CAD file access control; 3) Human Factors in design; 4) Commercial Grade Dedication (CDG); 5) Procurement engineering support and review of Safety Significant / Safety Class procurements for equipment, materials, and services

  • Lead the establishment, implementation, ongoing maintenance, assessment and interpretation of key design engineering and SME processes, procedures, and standards.

  • Establish and maintain relationships with the supply chain to augment WRPS design capabilities and promote the development of quality design products as and when required to deliver TOC scope.

  • Establish and maintain arrangements for serving as the intelligent customer for bought-in design engineering services including processes for make-vs-buy decisions, selection of competent suppliers, specification of requirements, review and acceptance of design deliverables and assessment of supplier performance.

  • Serve as the Cost Account Manager (CAM) for Design Engineering-related cost accounts.

Required Qualifications

Bachelor of Science (BS) degree in Engineering

Fifteen (15+) years experience

At least one (1+) year in a nuclear facility (commercial nuclear plant, DOE nuclear facility, or US Navy Nuclear program)

Supervisory/management experience

Grade 22/23

Desired Qualifications

Experience using standards and codes such as ASTM NQA-1, DOE-STD-1073.

Demonstrate ability to work with others and negotiate schedules and estimates for engineering services
