Responsibilities

We are seeking an early to mid-career Cyber Intelligence Analyst to support a nationally recognized operational cyber analysis program that provides cyber-derived threat intelligence to enhance the protection of DOE networks, personnel, and assets. The accepted candidate will join a dynamic team responsible for producing domain-specific, mission-related analysis and reports for the national security community and DOE-affiliated entities. Specific responsibilities include:

• Working with minimal oversight to detect, interpret, investigate, and document network traffic anomalies in accordance with established processes and procedures.

• Conducting accurate and timely analysis of large network traffic data sets fused with disparate sources of information on various subject matters to producing high quality technical reports for multiple audiences with varying technical acuity.

• Maintaining subject matter expertise in area(s) of responsibility by developing threat reporting that is appropriately documented; crafting opinions and judgments in area(s) of responsibility; providing timely support to sponsor requests; and remaining current on relevant intelligence, emerging threats, and geo-political events.

• Understanding the technologies and techniques used to analyze the data, including the ability to quickly learn proprietary tools.

• Preparing and delivering briefings for sponsor or other customers.

Qualifications

Minimum Qualifications:

• BS/BA and 5+ years of relevant work experience -OR-

• MS/MA and 3+ years of relevant work experience -OR-

• PhD with 1+ year of relevant experience

Preferred Qualifications:

• Understanding of network protocols, experience in cyber analysis, or analysis of big data.

• Proficiency in Excel.

• Open and receptive to feedback, maintaining a positive attitude and professional demeanor.

Relevant experience is defined as experience in two or more of the following:

• Network security or cyber data analysis.

• Intelligence analysis.

• Counterintelligence operations.

Any of the following areas of prior work, study, or additional skills would be a benefit, though are not required:

• Active Q/SCI Clearance.

• Former military or government analyst.

• Proficiency in Jira.

• Demonstrated ability to manage competing priorities with little oversight and recommend a path forward.

• Demonstrated ability to tailor writing style to meet the requirements of multiple types of written products.

• Able to thrive in a high-pressure environment with ever-evolving sponsor needs.

• Demonstrated knowledge and use of analytical tradecraft (e.g., structured analytic techniques).

• Demonstrated experience applying Intelligence Community Directives pertaining to collection and dissemination of all-source intelligence analysis.

• Demonstrated understanding of the US intelligence organizations and roles.

• Self-confidence, the ability to relate concepts with conviction and humor, and demonstrate active listening skills.

• Familiarity with technical fields outside of cyber (e.g., chemistry, nuclear science, biology, critical infrastructure, etc.).

• Ability to strategize future data and technology needs with team members.

• Foreign language proficiency.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance. 

Requirements:

• U.S. Citizenship

• Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

• Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). 

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle. Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual’s relevant job-related skills, qualifications, and experience. Instead, our compensation offers are determined by the specific requirements of the position, prevailing market trends, applicable collective bargaining agreements, pay equity for the position type, and individual qualifications and skills relevant to the performance of the position.
