Overview

The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).

Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.

Responsibilities

Responsible for providing discipline specific acquisition and sales contract expertise. Acquisition responsibilities include development of acquisition strategies, development of Request for Proposal (RFP) documents, leading of subcontractor proposal evaluations, interpretation of government legal and corporate requirements, developing strategies and leading team negotiations, and administering contracts, including terminations and closeout activities. Sales responsibilities include strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance technical, financial, and contractual performance. Plans, develops and participates in training of contractual requirements. Briefs company management on proposal and subcontracting activities.

Contracting Professional positions at PNNL are high impact business support positions negotiating and administrating contract mechanisms from cradle to grave with non-federal partners, such as commercial entities, universities, and other governmental agencies. Specific duties for this position include but are not limited to:

  • Negotiate, execute, and administer access agreements with collaborators to support PNNL Research and requirements associated with PNNL’s non-employee framework and offsite access

  • Negotiate and administer inbound and outbound Joint Appointments with strategic collaborators

  • Track and manage details related to Joint Appointments to ensure they are administered within the required policies and procedures at the Laboratory

  • May support other agreements such as MOUs or Strategic Partnership Projects (SPP) agreements

  • Works with various internal customers including Project Managers, Project Coordinators, Business Office Representatives, Legal, Project

  • Management Office Directors, Sponsors, Accounts Receivable, Sales Teams, other subject matter experts, and federal oversight. It is expected the incumbent will display a high degree of customer service in all interactions

  • Performs work under the general supervision of the Team Lead, and/or Senior Contract Professionals

  • Demonstrates ability to effectively communicate (written and verbal), use sound judgement, self-manage priorities and workload, analyze issues, think strategically, act with integrity, value diversity and foster teamwork are required

Qualifications

Minimum Qualifications:

  • BS/BA and 2+ years of relevant work experience -OR-

  • MS/MA or higher

Preferred Qualifications:

  • Working knowledge of business/contract negotiations (sales or acquisitions)

  • Working knowledge of the Work Authorization Lifecycle System (WALS), Microsoft Office and other related business systems

  • Familiarity with PNNL business systems Work Authorization Lifecycle System (WALS), Electronic Prep & Risk (EPR), Project Management Reporting (PMR), etc.

  • Proven ability to work with efficiency, flexibility, and adaptability to changing conditions

  • Possible domestic travel

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
