Overview

The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).

Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.

Responsibilities

Responsible for providing discipline specific acquisition and sales contract expertise. Acquisition responsibilities include development of acquisition strategies, development of Request for Proposal (RFP) documents, leading of subcontractor proposal evaluations, interpretation of government legal and corporate requirements, developing strategies and leading team negotiations, and administering contracts, including terminations and closeout activities. Sales responsibilities include strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance technical, financial, and contractual performance. Plans, develops and participates in training of contractual requirements. Briefs company management on proposal and subcontracting activities.

Demonstrates leadership by translating strategy into specific goals and objectives. Works on unusually complex problems and provides contracting and/or other business-related solutions which are highly innovative and ingenious. Identifies improvement/efficiency opportunities both within and outside of area where assigned as SME. Recognized by managers, external clients, and peers as competent. Having wide-ranging experience, uses professional contracting and other businessrelated concepts and organization objectives to resolve complex issues in creative and effective ways. Ability to balance long-term strategic goals with short-term priorities and network across management systems. Manages projects involving diverse tasks, teams, and organizations. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Internal and external contacts often pertain to organization plans and objectives. Functions as an interdisciplinary project lead and gives direction to other exempt and/or nonexempt staff. Works independently, has growing responsibility, no oversight required. Conducts mentoring and training activities for staff. Fosters collaboration and grows the skills of others.

Additional job duties/expectations:

  • Ability to write concisely, have well developed negotiating skills and be able execute documentation correctly. Possess the ability to have direct communications with customers and landlords of varied backgrounds and personality types.Understanding of contracting for services as may be assigned in the M&O environment.Ability to multi-task with many high level projects simultaneously. Ability to work in a collaborative team virtual environment.

Qualifications

Minimum Qualifications:

  • Bachelor's degree and 8+ years of relevant experience.

  • Advanced degree and 6+ years of relevant experience.

  • Professional license and/or certification may be preferred.

Preferred Qualifications:

Educational requirements, certifications/licensures, subject matter expertise, and experience:

  • Current or previous experience working with Government Leasing contracting, including GSA Leasing certification.

  • Previous experience with Government contracting including contracting activities for facilities operations.

  • Current or previous experience working within Battelle’s Acquisition Guidelines is highly preferred.

  • Previous experience with government purchasing of IT Hardware and Software, including the negotiation of software license agreements.
