Overview
The Office of Performance Management is comprised of a team of experienced professionals responsible for PNNL’s performance management framework with expertise and thought leadership in contractor assurance, requirements and records management, quality, independent oversight, and audit services. The team prides themselves as innovative problem solvers that partner with scientists, engineers, and support professionals to enable the planning, execution, assessment, and improvement of work at PNNL. This office provides the people, processes, and tools to independently assure leadership, the Department of Energy, and Battelle Memorial Institute that PNNL is performing as intended, appropriately managing risk, amplifying impact, and continuously improving.
Join our team as a Contractor Assurance Professional with the Contractor Assurance Division. In this critical role, you will support the implementation and enhancement of the Contractor Assurance System (CAS) to ensure the effective delivery of our mission and research. Your responsibilities will include developing and implementing CAS processes, systems, and tools that enable comprehensive performance assessment and communication. Working closely with Management and Operations (M&O) Program Managers, managers, and staff, you will identify program weaknesses, assess risks, and implement improvements to maintain a robust, responsive, and proactive CAS program. Additionally, you will lead the annual Workplace Survey cycle, overseeing planning, execution, analysis, and communication of results while ensuring the confidentiality and integrity of the survey process. This survey is designed to measure the health of PNNL across key areas that promote connection, belonging, safety, security, and inclusion.
Responsibilities
Responsible for providing specific governance and performance assurance related functions in support of PNNL s operations and mission and in implementation of a project, M&O Program or organization's applicable governance, assurance and quality programs. Collects, organizes, monitors and distributes information related to governance, compliance and assurance management including process improvement functions. This includes documentation of and compliance to standards in PNNL-developed processes (e.g., processes to manage HDI content and information; processes to manage strategic business and assurance planning; R&D project-specific and M&O program-specific standards and requirements). In addition, standards such as Prime Contract H Clause, DOE O 414 - Quality, DOE O 232 - Occurrence Reporting, DOE O 243 - Records, PNNL Contractor Assurance System Description, ASME NQA-1, ISO 9001. Performs assessments and other assurance services related activities to develop, administer, and apply performance improvement aspects of the applicable program or plan. The governance and assurance-related functions performed are primarily concerned with the systematic identification, data analysis, correction and prevention of risks, issues, unplanned events and non-conformances, the identification of unsatisfactory trends and conditions, casual analysis, and the correction of factors which may contribute to undesirable Lab performance. Functions also include DOE Occurrence Reporting and DOE Regulatory Compliance Program Enforcement Coordinator roles. The governance and assurance related functions performed are primarily associated with assessing, monitoring and/or reporting the conformance to standards and business rules approved by management, the analysis and reporting of assurance results, and support to Laboratory management for assurance related needs.
Support the Contractor Assurance (CA) Management & Operations (M&O) program by managing program requirements and implementations.
Identify, document, and translate PNNL operating requirements outlined in the Prime Contract into efficient and effective implementations.
Manage program performance to ensure compliance with regulatory and business requirements while maintaining relationships with PNSO, DOE headquarters, and other regulators.
Build strong relationships and successfully engage customers to understand performance challenges and promote performance assurance practices to aide in the proactive identification of risks and prevention of undesired impacts to mission and Laboratory’s performance.
Develop and maintain understanding of the extent of overall CAS program deployment and health of the program.
Ensure effective implementation of PNNL-developed processes, such as performance assurance, issues management, risk management, self-assessments, occurrence reporting, and continuous improvement.
Perform assessments to develop, administer, and enhance programs with a focus on continuous improvement.
Lead the annual Workplace Survey cycle, encompassing planning, execution, analysis, and results communication, while maintaining process confidentiality and integrity.
Qualifications
Minimum Qualifications:
BS/BA and 7 years of relevant experience -OR-
MS/MA or higher and 5 years of relevant experience
Preferred Qualifications:
Experience in contractor assurance, organizational development, operational/business support, or related fields, with a focus on improvement strategies and program development.
Strong analytical skills, including statistical analysis, performance trending, and metric development, with the ability to interpret data using tools like Power BI.
Proficiency in utilizing modern technologies, such as AI, and designing effective surveys for data collection.
Excellent communication and facilitation skills, with experience in change management and handling sensitive information.
Ability to collaborate with cross-functional teams, engaging stakeholders across all organizational levels.
Knowledge of PNNL and Battelle's research and operations management processes.

Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
