MPF Federal, LLC AMRP Waste Management Program Support in Richland, Washington

MPF Federal, a government contractor, has an opening for a position supporting Waste Management Support with AMRP at the Department of Energy in Richland, Washington.

Primary duties include but are not limited to:

  • Independent evaluation of Hanford cleanup and waste management programs with a focus on National TRU Program activities and compliance with DOE Order 435.1, Radioactive Waste Management.

  • Compliance with waste acceptance criteria (WAC) for shipment of TRU waste to the Waste Isolation Pilot Project (WIPP).

  • Ensure project safety and regulatory documentation is complete, accurate, and reliable for submission to regulators or other DOE offices.

  • Hanford Solid Waste Operations Complex (Central Waste Complex, T Plant, Low Level Burial Grounds) operations and nuclear safety bases (documented safety analysis and technical safety requirements) implementation and compliance.

  • On-site assessments related to waste management programs.

  • Provide expert opinion and feedback at critical points in program/project activities.

  • Provide detailed technical oversight and support to prevent programmatic failure due to, for example, failure to comply with regulations or nuclear safety requirements.

  • Assist in preparation of draft reports, including safety analyses, assessment, regulatory documents, waste acceptance criteria, technical reports, or other documents.

  • Interfacing with a diverse range of people from the Richland Operations Office (RL), Office of River Protection (ORP), Carlsbad Field Office and Waste Isolation Pilot Plant contractors, other DOE Contractors, U.S. Environmental Protection Agency, State Regulators, and other stakeholders.

  • Support the development and implementation of plans to mitigate programmatic risks and exploit opportunities for improving program activities.

  • Provides executive level management support for Hanford waste management programs (TRU, MLLW, LLW) and nuclear facility operations.

  • Assist with proactively identifying potential risks/opportunities through review of the programs and evaluation of program elements related to nuclear facility operations, and TRU, TRU mixed, and low level/mixed low-level waste management.

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. Ensure that duties are performed in a competent and professional manner. Submit a weekly report to the technical monitor addressing work accomplished, and deliverable progress.

Minimum Requirements:

Grade E3:

  • Bachelor's degree in a relevant field of study, this would include science, engineering, and project/program management (business) degrees and

  • 10-11 years' relevant experience to include:

  • A minimum of 2 years with program and/or project management in hazardous and nuclear waste clean-up projects,

  • A minimum of 6 years with radioactive waste management, and

  • A minimum of 2 years with nuclear facility operations and nuclear safety requirements.

Grade E4:

  • Bachelor's degree in a relevant field of study, this would include science, engineering, and project/program management (business) degrees and

  • 12-14 years' relevant experience to include:

  • A minimum of 2 years with program and/or project management in hazardous and nuclear waste clean-up projects,

  • A minimum of 6 years with radioactive waste management, and

  • A minimum of 2 years with nuclear facility operations and nuclear safety requirements.

Grade E5:

  • Bachelor's degree in a relevant field of study, this would include science, engineering, and project/program management (business) degrees and

  • 15+ years' relevant experience to include:

  • A minimum of 2 years with program and/or project management in hazardous and nuclear waste clean-up projects,

  • A minimum of 6 years with radioactive waste management, and

  • A minimum of 2 years with nuclear facility operations and nuclear safety requirements.

Requirements for all Grades:

  • Expert knowledge of DOE Order 435.1, “Radioactive Waste Management.”

  • Knowledge shall allow the support staff to provide accurate input and recommendations to senior management, including program and project managers.

  • Expert knowledge of National TRU Program, Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria and TRU waste certification and transportation requirements.

  • Knowledge shall allow the support staff to interface directly with National TRU Program management.

  • Knowledge of program and project management practices, policies, and procedures; preference for knowledge of and experience with DOE Order 413.3B, “Program and Project Management for the Acquisition of Capital Asset Projects.”

  • Knowledge shall allow the support staff to provide accurate input on the overall project to include scope definition, baseline cost, schedule, baseline changes, and earned value analysis.

  • Knowledge of waste generation, transportation, treatment and disposal requirements. Hanford site specific knowledge of this subject is preferred.

  • Participation in program and project reviews, evaluations, and assessments, such as site certification audits performed by the Carlsbad Field Office for disposal of transuranic waste at the Waste Isolation Pilot Plant.

  • Ability to successfully communicate with a diverse range of people from various levels and organizations resulting in an unimpeded passage of information as to not cause delays in progress.

  • Communication and interface skills; ability to elicit information to utilize in development of products and provision of support.

  • Sufficient knowledge of contract change management to review contractor proposals for accuracy and content.

Compensation and Benefits:

  • Grade E3:

  • Hiring Range Minimum: $101,000

  • Hiring Range Maximum: $129,000

  • Grade E4:

  • Hiring Range Minimum: $125,000

  • Hiring Range Maximum: $155,000

  • Grade E5:

  • Hiring Range Minimum: $150,000

  • Hiring Range Maximum: $165,000
