Kaiser Permanente VP, Ambulatory Operations, Washington - Kaiser Permanente Medical Foundation in Renton, Washington

KAISER PERMANENTE MEDICAL FOUNDATION OVERVIEW:

For more than 75 years, Kaiser Permanente (KP) has been the nation's leading integrated care delivery organization. A hallmark of KP's integrated system has been the alignment of Kaiser Foundation Health Plan, Inc. and Kaiser Foundation Hospitals, and the Permanente Medical Groups. Health care is rapidly changing and in response, KP has been on a journey to create greater alignment across the entities to improve performance, enhance market competitiveness, and advance KP's ability to grow in new ways. In early April 2022, this culminated in a change in operating model that will create a single ambulatory enterprise organization called the KP Medical Foundation in the KP Colorado and KP Washington Markets.

This new unified operating model integrates Physician/Clinician and Health Plan/Hospitals leadership and creates a clinician-led, nonprofit KP Medical Foundation to support and manage the provision of ambulatory care. The KP Medical Foundation will allow KP to advance expertise, resources and infrastructure for ambulatory operations, while eliminating duplication and reducing unnecessary variation across these Markets. The new operating model includes formal medical group commitments to KP's charitable purpose, increases the clinician voice at all levels, and develops long-term agreements between Health Plan/Hospitals and multispecialty medical groups to support joint accountability and success.

POSITION OVERVIEW:

Reporting jointly to the Market Executive Medical Director (EMD) for day-to-day operations, and to the Medical Foundation COO strategically and administratively, the VP, Ambulatory Operations will collaborate with Director of Medical Operations and others leading the clinical operations for the Market. This collaboration will have joint accountability over Market ambulatory care. Additionally, the VP, Ambulatory Operations will execute against and directly oversee the implementation of Market operations as set forth by KP Medical Foundation goals, standards, and performance improvement opportunities and the Market Leadership Team's operational plans.

The VP, Ambulatory Operations, working collaboratively with Medical Director of Operations and others, is responsible to execute on the tactical ambulatory operating plan for the Market which will include input into the development of operating and capital budgets for the Market's ambulatory clinical operations. The VP, Ambulatory Operations is responsible for coordinating all day-to-day non-clinician operations within the Market's ambulatory clinics, as directed by the Market EMD and Medical Foundation COO, in order to deliver high-quality effective care to members in a fiscally responsible manner. Non-Medical Group employed clinicians will be under the direction of the VP, Ambulatory Operations.

PRINCIPLE RESPONSIBILITIES:

  • Provides oversight for all ambulatory clinic operations and programs in collaboration with the KP Medical Foundation, Medical Director Operations and Market Leadership Team to drive process and organizational improvement.

  • Makes sound decisions on the best use of resources in support of priorities and strategies to keep the Market, KP Medical Foundation, and Enterprise fiscally sound.

  • Provides input on the operating and capital budgets for the Market's ambulatory clinical operations.

  • Deploys and provides a benchmarked clinical support resource methodology and allocation for the Market.

  • Delivers member or patient experiences, meeting or exceeding Market standards and benchmarks.

  • Provides leadership in the development and execution of key strategies which differentiates KP from its competitors in the areas of service and clinical experience.

  • In partnership with HR,

  • Ensures the implementation and execution of integrated human resources strategies to ensure quality and results in the identification, recruitment, retention, and development of key human resources.

  • Resolves legal and HR issues to ensure compliance with all organizational and regional policies.

  • Creates an environment of inclusion with purpose-driven intention in equity, inclusion, and diversity in the growth and development of people and promotion inside the organization.

  • Participates in expanding markets through collaboration with the Market Leadership Team on member and new patient growth strategies.

  • Ensures the successful implementation of, promote, and operationalize the Labor Management Partnership throughout the organization.

  • Serves as a Sponsor or Co-Sponsor with Market Clinical Operations Leader(s) for the following areas:

    The VP, Ambulatory Operations will ensure that performance is aligned with program-wide performance expectations and measures. Specific measures of success on a short-term (1-3 years) and long-term (3+ years) basis will include but are not limited to:

  • Advancing the culture

  • Improving the clinician and patient experience

  • Improving clinical outcomes

  • Increasing growth while reducing the total cost of care (measured by PMPM)

  • Driving increased clinician and employee satisfaction/commitment/engagement

    BASIC QUALIFICATIONS:

  • At least seven (7) years of experience in a complex, multi-faceted health care setting demonstrating direct experience with:

  • Supervision in medical operations

  • Building strong partnership in a matrix organization

  • Patronship with external vendors, partners, and networks

  • MBA, MPH, MHA or similar graduate degree is required.

    PREFERRED QUALIFICATIONS:

  • Proficiency with KP integrated model, operations, and markets is strongly preferred.

  • Experience developing performance metrics and maintaining accountability in key areas of member satisfaction, quality improvement, finance, and delivery system performance is strongly preferred.

    ADDITIONAL QUALIFICATIONS:

  • Thorough understanding of the healthcare industry, particularly related to clinician relationships as well as nurse and ancillary caregivers.

  • Thorough knowledge of legal, regulatory, ethical, managerial, organizational requirements, principles, and standards of care for ambulatory operations and healthcare systems.

  • Experience assessing programs, evaluating organizational needs, designing process changes, and successfully implementing changes to process flow and patient care.

  • Extensive experience working in multispecialty medical group environment(s); must have examples of successful collaborative efforts in a business partnership with clinical, business, clinician, and labor leaders.

  • Demonstrated leadership and an ability to influence and motivate others.

  • Demonstrated success in operations improvement efforts, cost-management initiatives, and health system development and management.

  • Demonstrated success in managing multiple aspects of health care delivery managing in a complex, managed care environment.

  • Experience with integrating systems and services to efficiently maximize service and support the organization's mission and goals.

  • Demonstrated experience with both strategy and operations.

  • Demonstrated strategic and program planning skills in a managed care environment.

  • Extensive financial planning and management skills as well as excellent complex problem-solving skills.

  • The ability to balance strategic development and day-to-day operational responsibilities.

  • Demonstrated skills in team building and organizational development.

  • Communication skills characteristic of an executive who excels in communicating in a variety of formal and informal presentation settings, large and small, both inside and outside the organization, and issuing cogent and consistent written messages that build confidence and achieve desired outcomes.
