The Microsoft Threat Intelligence Center (MSTIC) is a cyber threat actor focused intelligence team that discovers, tracks and disrupts threats to protect Microsoft and its customers and partners. MSTIC’s vision is to create a safer world through the creation and dissemination of accurate, timely, and actionable cyber threat actor intelligence. MSTIC is seeking a skilled ‘Cyber Threat Intelligence Liasison’ to join our team to build productive partnerships with North American organizations that share our vision. The ideal candidate will deliver productive partnerships that accelerate both parties’ ability to discover and counter serious cyber threats. The candidate will also have a solid knowledge of geopolitical issues and cyber threats and will be able to smoothly and convincingly motivate partners to action and cement Microsoft’s reputation as an intelligence partner with unique insight into cyber threats.

Responsibilities

Strategic Relationship Managment

  • Build enduring relationships with government and industry partners that deliver productive exchanges of cyber threat intelligence.

  • Enhance Microsoft reputation as cyber threat intelligence producer by representing MSTIC in cybersecurity briefings, conferences, workshops, and policy discussions.

  • Facilitate great practitioner-level collaboration with partner organizations that result in mutual benefit for all parties.

  • Democratize access to partnerships across the threat intelligence team by building a knowledge base of partner strengths and interests.

  • Support Microsoft’s Government Affairs team by providing cyber threat intelligence context to policy issues.

  • Identifies highly complex opportunities and gaps across divisional boundaries including comparison of various quality and performance metrics to various solutions. May define and lead customer engagements to solicit feedback and understand their experiences with Microsoft’s products and services.

  • Coaches internal team to address highly complex business, program, and customer needs, and/or market opportunities; identifies all dependencies.

  • Defines the program(s) goals and prioritization for the areas they own across divisional boundaries. Translates the needs of the organization and other teams into program goals and prioritized deliverables based on data insights. Provides solutions or recommendations to key stakeholders to make complex decisions based on data-driven identified risks and tradeoffs.

  • Mentors others on how to define success and performance metrics. Deeply understands the return on investment and presents it to senior leadership.

  • Creates relationships to drive orchestration and integration efforts for highly complex cross functional projects with internal teams and external partners. Influences leadership on objectives. Collaborates and coordinates across the business to ensure alignment and gain buy in, including tradeoffs, adjustments, and improvements as feasible.

  • Provides expertise to partner with others (e.g., Engineering, Data Science, Threat analysts) to derive and report on performance metrics (e.g., Key Performance Indicators [KPIs]), monitor and report on progress (e.g., business reviews), and derive deep insights that lead to productive courses of action.

  • Acts as a technical advisor to educate and evangelize across divisional boundaries they work on with customers via meetings, presentations, and other forums. Defines and leads direct customer (internal and/or external) engagements to solicit feedback and understand their experiences across divisional boundaries.

Qualifications

Required/Minimum Qualifications

  • Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.

  • 3+ years experience managing cross-functional and/or cross-team projects.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or Preferred Qualifications

  • 8+ years experience in software development lifecycle, large-scale computing, modeling, cybersecurity, and/or anomaly detection OR Doctorate in Statistics, Mathematics, Computer Science or related field

  • Proven experience in partnership-building cybersecurity, intelligence, international relations, diplomatic, or similar role.

  • Effective understanding of nation-state and sophisticated criminal cyber threats. • Good understanding of cyber-attack terminology and preferably some technical experience in working cyber investigations.

  • Excellent communication, negotiation, and interpersonal skills.

  • Ability to work effectively in a fast-paced, global team environment.

Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $133,600 - $256,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $173,200 - $282,200 per year.
