Microsoft has an exciting opportunity for a Senior Technical Program Manager in the Cloud+Artificial intelligence (AI) Silver Team. This team will be responsible for deploying and operating services within an air gapped environment, including the infrastructure for collaboration.   

In this role, you will have the opportunity to work with engineers who enable a broad set of Azure services to be consumed by internal and external customers in highly secured and regulated industries. The systems and software you build will be required to meet the security policy and assurance requirements of both public and private sector customers.

Responsibilities

Microsoft has an exciting opportunity for a Senior Technical Program Manager (TPM) to join the Azure Air Gap and Sovereign Foundation Team and help empower customers with highly regulated workloads and critical missions.  Our TPM and Product Management team leads efforts such as designing product architecture and solutions to complex technical needs, identifying trends in product quality and performance to define or change existing features; prioritizing and delivering on the roadmap; managing project schedules and release plans; monitoring product/service performance and driving continuous improvement in quality, profitability, supportability and delivery. In this role, you will also have opportunities to act as technical advisor with customers to evangelize products, solicit feedback, and support field sellers where needed.  In this role you will be responsible for the following types of activities: 

  • Drive and effectively manage strategic and complex projects with executive visibility and critical dependencies across a variety of cross functional teams.  

  • Develop a deep understanding of how government customers use Azure and their need for differentiating technologies with data sensitivity top of mind. 

  • Engage colleagues across a large, diverse, and distributed organization to drive decisive action that delivers results for expanding the market for Azure across international governments. 

  • Partner with engineering, infrastructure, marketing, compliance, finance, legal, and other Microsoft teams to translate customer demand signals into platform priorities to unblock Azure growth. 

  • Remove customer barriers to cloud adoption by ensuring government-relevant infrastructure, security, and identity requirements are built into Azure services to support sensitive government workloads  

  • Establish and drive the rhythm of business (meeting cadence), core set of stakeholders, and right sized reporting to offer rigor and transparency while still allowing the team to move fast 

  • Traditional PM functions: quality control, risk management, developing and tracking project schedules, communicating to key stakeholders, effective and efficient decision making, meeting deadlines 

  • Conduct workshops with customers to elicit requirements and provide advice on design, development, and deployment of secure applications. 

  • Be Voice of Customer to share insights and best practices, engage Engineering teams to remove blockers.

Qualifications

Required Qualifications

  • Bachelor's Degree AND 4+ years’ experience in engineering, product/technical program management, data analysis, or product development

  • Or equivalent experience

  • 2+ year(s) experience managing cross-functional and/or cross-team projects.

Other Requirements:

  • Security Clearance Requirements : Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Candidates must have an active TS/SCI and be willing to upgrade to TS/SCI (with polygraph). This role will require candidates to maintain the TS/SCI (with polygraph) clearance. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate clearance and/or customer screening requirements may result in employment action up to and including termination

  • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

  • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via via a valid passport, or other approved documents, or verified US government Clearance

Preferred Qualifications

  • Be able to ramp quickly to understand and solve complex problems. This might be integration of technologies or environmental issues that are blocking a scenario for a customer.

  • 6+ years of industry experience in engineering, product management, or technical program management with an emphasis on government and industry customers that are mission focused and/or deal with sensitive and classified workloads

  • Previous experience and success in an engineering role where you delivered cloud services along with demonstrated experience of engineering practices and engaging engineering teams so that you can express and drive new feature requirements in Azure.

  • The technical aptitude and experience to learn new technologies and understand relevant cloud trends quickly

  • Ability to deal with ambiguity, navigate uncertain situations, and drive for clarity.

  • Experience bringing new approaches or different ways of doing things to an existing problem space.

  • Proven Communication Skills and Situational Awareness. You will be working closely with other product group people across Microsoft (Directors, Group Managers etc.) you will also work closely with customer leadership, engineers, and system administrators. You will have to be able to adjust your approach to the specific audience

  • Deep understanding and experience of the Intelligence and/or Security domain(s), key challenges, priorities, and stakeholders

  • Proven initiative and influence with demonstrated ability to solve challenging and complex problems requiring the effort and impact of a diverse cross team.

  • Experience tailoring processes and governance structures to balance rigor and consistent results while moving fast and driving innovation.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $112,000 - $218,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $145,800 - $238,600 per year.
