Program Specialist 2 Available Title(s): 107I-YNCSNPS - Program Specialist 2 Business Title: Program Specialist 2 Employee Type: Classified (+) (Fixed Term) Time Type: Full time Position Term: 12 Month Position Details: Summary of Duties: Under general supervision of the Public Records Manager, this position receives, logs, reviews, and processes records responsive to public records requests, including determining the permissible scope of disclosure under state law, redacting and withholding records when required or permitted by law, creating correspondence, and maintaining accurate records and files. The program specialist utilizes an online portal to collect records from record holders system-wide and to release them to requester. Records are processed using a variety of software applications and consultation with the Public Records Manager and the Attorney General's Office, when appropriate. The incumbent communicates frequently with individuals from every part of the WSU community through written correspondence, videoconferencing, and phone contact. This position handles complex, large volume requests, requiring knowledge and understanding of public records laws and regulations (and their interpretation by the AGO and the courts), as well as an understanding of WSU's structure, IT and enterprise systems, and location of records. The position receives extensive and ongoing training to ensure compliance with regulations and standards expected of the office. The Public Records Program goal is to fulfill PRR's in a timely and efficient manner while complying with federal & state law and University policy; incumbent supports those goals by assisting Public Records Manager with program activities as outlined in the duties performed. Required Qualifications: • Bachelor's Degree or equivalent education/experience. • Ability to maintain strict confidentiality. • Demonstrated skill in organization and attention to detail. • Demonstrated excellent interpersonal, written, and oral communication skills. • Demonstrated proficiency in the use of Microsoft Office applications. • Demonstrated ability to work effectively and harmoniously with internal and external constituents. • Demonstrated experience meeting deadlines. Preferred Qualifications: • Experience working as an administrative or legal assistant performing duties as referenced in the summary of duties above.
