Summary of Duties:

 

The Operating Budget Director, under direction of the Assistant Vice President for Budget and Planning, has broad functional and supervisory responsibilities to coordinate the planning and administration of the operating budget; both internally through evaluation and development of budget processes and models, and externally through planning and oversight of annual state budget requests. This position oversees and prepares complex analyses, performs reporting, and evaluates fiscal and legislative proposals. The Director recommends policy and procedure improvements to ensure resources are administered with efficiency and transparency and regularly communicates with internal and external constituents on behalf of Washington State University.

 

Required Qualifications:

 

• Positions require a Bachelor's degree in Accounting or a closely related field and six (6) years of progressively responsible relevant experience, which has included at least three (3) years of managerial experience. A Master's degree in a related field may be substituted for up to one (1) year of the required experience. Education and experience can be tailored to fit the specific organizational entity/directorial assignment.

 

• Advanced skills with database and spreadsheet software.

 

• Experience performing complex data and financial analysis rapidly and accurately.

 

• Excellent interpersonal, written and oral communication skills.

 

• Strong organizational skills.

 

• Demonstrated ability to use independent judgment, tact and diplomacy.

 

• Demonstrated ability to work effectively with a broad spectrum of personnel.

 

Preferred Qualifications:

 

• Experience working with statistical analysis tools, and advanced financial models

 

• Familiarity with Washington State statutes and administrative processes

 

• Experience preparing and explaining ad hoc reports to internal and external constituencies.

 

• Demonstrated ability to work with a broad spectrum of university personnel: from executives to departmental administrators to fiscal and office support staff.

Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range.
