Responsibilities:

  • This position is responsible for budget and performance measure development, analysis, and reporting for the Division. It is responsible for assisting peers (Assistant Region Managers) in DNR regional offices to develop budgets and report on program funding allocated to implement the forest resilience program work.
  • The position directs our Grants Administration program which encompasses both the management of all incoming federal grants including sub-awards, as well as developing and defining state-funded granting programs.
  • The position directs the Division's information technology group to provide foundational services and information systems that support the day-to-day workings of the statewide forest resilience programs. This includes required data collection, management, analysis, and reporting consistent with RCW 76.06 that we provide on Washington's 22 million acres of forest. This position directs this team to ensure consistent and responsible delivery and use of IT systems, training, and fiscal planning to meet Division business needs while individual IT staff receive programmatic direction from relevant program managers for the programs they serve.
  • This position also directs our Policy and Outreach program including oversight of all internal Division policies and procedures, identifying internal Division communication needs and resulting staff or contracting support, legislative reporting, and the Forest Health Advisory Committee.
  • This position coordinates with Division administrative staff who provide professional, technical, and clerical support functions to Division personnel as well as Division Contracts & Procurement staff. This position is the Division's principal contact with other agency Divisions for budget, business, support systems, policy, procedures, and guidance.

*Required Qualifications: *

Bachelor's degree in business management, public administration, or related discipline; OR a combination of relevant experience and/or education. 

Experience writing, reviewing, and managing grants and contracts.

At least three years of successful supervision of two or more direct reports.

Advanced knowledge and experience in budget development and oversight, as typically acquired through at least three years of success managing an annual budget of $1 million or more.

A working knowledge of information technology or business administration systems.

Knowledge of human resource management principles, labor agreements, employment law, and the legislative process.

Excellent verbal and written communication skills to convey complex topics to technical and non-technical audiences.

Proven experience managing a high-performing team of professionals to achieve program deliverables and priorities.

Ability to lead internal and external working groups as needed to further agency projects and initiatives.
