Our vision is that “All Washington’s children and youth grow up safe and healthy – thriving physically, emotionally, and educationally, nurtured by family and community.” The Opportunity:We are currently looking for an Early Learning Initiatives Manager in the Early Learning Division to provide strategic project management of new/emerging early learning initiatives, legislative mandates, and federal programs. This position is responsible for project management and portfolio creation of DCYF’s implementation plan for the high-quality integrated birth to 8 early learning system, including Fair Start for Kids Act, child care access and affordability, and more. This role has the potential to have a significant impact on statewide programs, contract management, federal planning and reporting requirements, and quality improvement efforts by ensuring that projects and initiatives are coordinated, inclusive, and timely. Some of what you will get to do: *Develops and leads the implementation of strategic project management plans for the implementation of new initiatives. *Responsible for the Early Learning Division’s portfolio management framework. *Identifies projects that maximize value to the agency. *Leads regular portfolio management meetings with the division leadership team and facilitates activities related to development. *Ensures that all division projects are coordinated, prioritized, and use standard tools and methodology. *Ensure projects and deliverables are completed on time, on budget, within scope, and at the required level of quality. *Creates and maintains comprehensive project and portfolio tracking and documentation tools. *Creates and manages evaluation tools and evaluates outcomes as established during the planning phase. *Prepare reports for executive management and external stakeholders. *Manages all aspects of budgeted expenditures related to the scope of this position and monitors progress, making adjustments as necessary. *Manage risks and issues and escalate items as necessary. *Oversees, leads, coaches, and advises on projects within the division to achieve significant impacts on the agency’s strategic goals. *Works with program staff to incorporate project management best practices for projects/initiatives. *Responsible to promote continuous improvement of project management-related processes. *Responsible to research and assess industry best practices. What we are looking for:A Bachelor’s Degree or higher in public administration, education, early childhood or related field.ANDFive or more years of professional and leadership experience with extensive project management and facilitation work on projects with statewide (or national) scope and implications. Ability to direct, manage, coach, and mentor both resources assigned to projects, as well as work with external customers to meet objectives.AND *Experience managing projects that reduce barriers and promote inclusive and equitable outcomes in a position requiring an understanding of the roots of racial disparities and disproportionalities in institutions of education and government. *Ability to
