Contract Specialist 2, Procurement of Goods & Services (CS2) Full-time, Permanent, Represented position Location: Natural Resources Building- Olympia, WA

Responsibilities:

  • Overseeing the day-to-day operations associated with the Forest Resilience Division and Forest Regulation Division contracts and procurement program by ensuring control, accountability, and compliance when obtaining goods/services for the agency as it relates to the suite of program within the Forest Resilience Division and Forest Regulation Division;
  • Serving as the Unit Supervisor, Procurement of Goods & Services, Forest Resilience & Regulation, overseeing the day-to-day operations, control and accountability processes, and workflows associated with the contracts and procurement program and establishing the necessary policies/procedures to ensure that agency units and contractors comply with associated agreements;
  • Ensuring necessary processes, policies, and procedures agency-wide are intact and compliant with current procurement laws and best management practices;
  • Assisting staff in resolving issues that arise during the contracts and procurement processes including but not limited to disputes, protests, appeals, defaults, liquidated damages, and excess costs;
  • Participating in agency reviews of the updating applicable agency-wide contracts and procurement policy documents as part of the Office of Legal Affairs & Business Practices team;
  • Developing and updating applicable agency-wide contracts and procurement policy documents as they relate to the Forest Resilience and Regulation Divisions;
  • Providing guidance and approval agency-wide to deviate from contracts and procurement regulations, policy/procedures as it relates to the Forest Resilience Division and Regulation Division;
  • Representing the agency in negotiations with other parties to contracts/agreements in conjunction with the program representative;
  • Ensuring agency-wide Forest Resilience Division and Forest Regulation Division contracts and procurement templates are up-to-date with the most current laws, regulations, and policy/ procedures; and
  • Overseeing the preparation, review, negotiation, and approval of new and existing procurement of goods/services contracts/agreements, negotiations, administration, and termination of said contracts/agreements.

*Required Qualifications: *

A Bachelor's degree involving a major study in public administration, business administration, business law, commerce, economics, mathematics, statistics, or a closely allied field AND two years of experience negotiating, administering, or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration. OR A combination of education and/or experience equivalent. A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for the experience and education.

Experience with regulations, policies, and procedures for preparation of contracts, agreements, etc.; business and professional services, practices, and trends, sources of supply and cost factors, contract terminology, and development.

Experience with: Microsoft Office Suite.
