The Criminal Records Division (CRD) is comprised of four Sections: Collision Records Section, ACCESS Section, Identification and Background Check Section, and Criminal History Records Section. This position is assigned to the ACCESS Section.
The *ACCESS Section *manages and operates the statewide law enforcement telecommunications system: *A Central Computerized Enforcement Service System *(ACCESS). This section also provides Federal Bureau of Investigation (FBI) required user, Originating Agency Identifier (ORI) and device management training, and performance auditing for criminal justice agencies, non-criminal justice agencies, and users that use the ACCESS system within Washington state.
Duties
This position interacts with executive leadership from state, city, county, federal, and tribal criminal justice and non-criminal justice agencies. This position provides interpretation of the FBI CJIS Security Policy and local legislation to assist agencies in implementing CJIS compliant policies and procedures. The incumbent will provide the tools for user agencies to meet the requirements of their agreement with the Washington State Patrol to use the ACCESS terminals, and for NJCA access to CHRI. This position supports the mission by managing the program standards of system security, personnel security, training certifications, performance auditing, and providing subject matter experts for our criminal justice and non-criminal justice users. It supports positive solutions for terminal agency compliance to the applicable federal standards.
Our new teammate will be able to:
Manage the business training and audit programs for all criminal and non-criminal justice agencies in Washington State.
Interpret the FBI CJISSECPOL and provide expert guidance to all agencies in Washington State for the development of their policies and procedures to ensure compliance.
Ensure the appropriate level of detail is included in the provided ACCESS trainings to encourage success for all system users. Build a program that meets state and federal training requirements for system usage, TAC, and other applicable topics.
Hold scheduled sessions with staff to update training and auditing materials.
Oversee the ongoing scheduling of trainings provided and audits to ensure a regular schedule is followed so all agencies are audited once every three years.
Work closely with the CJIS ISO, develop, manage and oversee the training and business audit programs within ACCESS to ensure compliance with federal requirements.
Consistently strategize to ensure policies are clear, effective, and compliant for state and federal standards.
Ensure the statewide audit program matches or exceeds that of the FBI.
Prepare and conduct reports to agency executive management, and follow up on ACCESS business, non-criminal justice, and N-DEx audits.
Manage monthly NCIC validations, including following up with client agencies on missing or delayed validations.
Maximize performance and morale through effective leadership and process improvement.
Supervise assigned staff by establishing priorities, evaluating performance, assessing developmental needs, and c
