About the Position:

 

Serves as a fish biologist on a on the Mt. Baker-Snoqualmie National Forest, responsible for riparian/aquatic habitat management, protection, rehabilitation, and enhancement program. The position reports to the Forest Fisheries Program Manager.  

 

MAJOR DUTIES

 

Provides technical and staff leadership, advice, and assistance to Line Officers concerning novel, complex problems arising from land use as it relates to riparian/aquatic habitat management. Assists the responsible Staff Officer and Forest Fisheries Program Manager in achieving program and production goals as set forth in approved management plans, programs, and work plans by evaluating program accomplishment for quantity and quality.

 

Participates in basin-specific salmon, steelhead and bull trout recovery planning as part of a larger Washington State stakeholder approach. As such, the position works with a diverse group of partners in recovery of Federally listed fishes and watershed/aquatic habitat restoration on the National Forest. The position also provides watershed councils, planning groups and salmon recovery team strategic information and suggestions tied to National Forest contribution to recovery. 

 

Determines whether changes are needed in objectives and recommends corrective action. Determines need, and initiates and formulates practices, procedures, and methods in the riparian/aquatic habitat management program for the Forest. Advises staff officers by providing specialized professional review and recommendation on policies, plans, methodologies, and practices that will affect or be affected by riparian/aquatic habitat management considerations. Provides expert functional, specialized advice on an interdisciplinary approach to the development of short- and long-range plans.

 

Formulates and recommends Forest short-range programs for riparian/aquatic habitat management.  Reviews a variety of functional plans to insure that the riparian/aquatic resources have received full consideration, including on-the-ground examination.

 

Recommends revisions and provides needed advice and guidance to Line Officers and long-range planning team to assist them in incorporating basic resource data into land use plans.  In coordination with the Forest Fisheries Biologist, Forest Hydrologist, Soil Scientist and Wildlife Biologist, translates higher level riparian/aquatic habitat management policies into Forest guidelines.  Studies water development projects and other land use projects proposed for National Forest lands by other Federal agencies, private organizations, and Districts under Federal permit, easement, or license to determine whether riparian/aquatic resource values have received adequate consideration and have been coordinated with other features of the program.

 

Recommends approval or disapproval and/or modification or amendments to the program to protect riparian/aquatic habitat.  Prepares plans for and conducts detailed investigations of aquatic resource habitats.  Based on analysis of aquatic resources, gives guidance, assistance, and training to District personnel in the preparation of riparian/aquatic habitat management plans.

 

Develops and recommends policies, plans, techniques, and project priorities for the improvement of riparian/aquatic habitat.  Assesses overall effectiveness in accomplishing management objectives and degree of compliance with established policies, standards and procedures.  Reports conflicting goals, policies, and standards which reduce the Forest level of performance.  Initiates appropriate corrective action and/or submits recommendations to staff officer, for changes involving Forest policy.
