Commander, Navy Installations FOOD SERVICES SPECIALIST in Naval Air Station Whidbey Island, Washington

Summary You will serve as a FOOD SERVICES SPECIALIST in the GALLEY OPERATIONS (N925) DIVISION of NAVAL AIR STATION WHIDBEY ISLAND. Responsibilities You will monitor and align operational tasks to program goals and objectives to ensure foods are nutritious, cost effective, palatable, and sanitary. You will review contractor quality control plans and procedures to verify compliance with contract requirements. You will inspect food service spaces on a weekly basis to verify compliance with policies and procedures. You will evaluate the acceptability of work performed by contractors and military members. You will monitor contractor performance to ensure labor hours charged against a contract are consistent and reasonable for the effort completed. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Approving the order of food while remaining within prescribed monetary food allowances; 2) Applying food service policies, regulations, and procedures as they relate to menu planning, recipe development, food and purchasing specifications, food sanitation and safety, and basic nutrition; 3) Directing and administering food service activities, signing the general mess returns and ensuring all general mess operations operate efficiently; 4) Monitoring the day-to-day performance of a contractor to ensure the delivery of a final acceptable product; 5) Developing and monitoring budget allocation to support food service operation, equipment replacement program, improvement and modernization effort; 6) Preparing contract documents including Statement of Work, Management and Oversight Process for the Acquisition of Services-Streamlined and Independent Government Estimate and other supporting documents and contract management after award; 7) Preparing safety, cleanliness, and operating instructions for equipment use, food preparation, and maintenance of spaces in accordance with sanitary instructions (NOTE: Your answer must be supported by information in your resume.) The incumbent is required to do some walking, bending, or climbing in the execution of duties of both the Food Service Officer and the Contracts Subject Matter Expert. May be required to drive a vehicle. WORK ENVIRONMENT: Work is primarily in an office or office type setting. Although as the Food Service Officer and the Contracts Subject Matter Expert, the incumbent will be required to make regular and recurring visits throughout the Galley to inspect things such as equipment, sanitation, food service handling, preparation and storage. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Have successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled. OR Have a combination of experience and education that equates to one year of experience.
