Umpqua Bank Community Lending Officer - Washington/Idaho in NA, Washington

JOB PURPOSE

Creates, directs, and implements regional and local tactical marketing plans as a part of Umpqua Bank’s Community Lending strategy to have significant market share in ethnic, minority, and first time homebuyers in low- and moderate-income communities. Employs a full range of programs and services to capitalize on current and future market opportunities in those specific markets. Increases the visibility of Umpqua Home Lending Group through partnerships, strategic alliances, and work with regional staff to increase the number of Home Lending Officers generating loans focused on these segments.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide support and serves as a liaison to Community Lending for Regional Managers as well as all other regional management (area & branch). Represents the Region/Division in all Community Lending meetings and conferences. Represents local and regional home lending loan offices in the design, participation and representation in local events designed to increase homeownership awareness and opportunities.

  • Coordinates with local and regional Home Lending management in the design of tactical marketing plans to maximize ethnic, minority, first time homebuyer, and low to moderate income lending market share in their areas including assessing the need for additional Home Lending Officers generating loans to Community Lending consumers. Manages the execution of the plan to ensure all initiatives and strategies are implemented. Reports the results of plan execution through detailed reports to Regional and Community Lending management and any other appropriate Home Lending Managers.

  • Recruits, trains and develops Home Lending Officers in the region. Participates in the on-going development of these lending officers through one-on-one’s, sales calls, etc. reporting all results to appropriate Branch or Area Manager.

  • Coordinates and manages the delivery of and delivers training to all regional staff on all Community Lending products, programs and initiatives including underwriters and processors, loan officers utilizing Umpqua Mortgage Manual and regional training resources as necessary. Provides training assessment and feedback to regional management and Community Lending Management as appropriate.

  • Develops and manages the day-to-day relationships with non-profit, community-based, and social organizations that increase the loan volume generation to the local market. Prepares detailed reports on activities, loan volume, and community support requests and relationship value to Community Lending Manager.

  • Acts as lead manager for Regional Manager to develop loan volume goals and ensure goals meet all Community Lending objectives set each year.

  • Provides local and regional management effective communication on all strategies, initiatives and programs sponsored by or supported through Community Lending. Is responsible for the communication, coordination and management of all Fair Lending Initiatives, policies, procedures, and training in the Region.

  • Follows all Bank policies and procedures, compliance regulations, and completes all required annual or job-specific training.

  • Identifies local product development needs (i.e., down payment assistance, MCC and bond programs) to increase local business. Acts as main contact with regional staff on the submission review approval, training, and implementation of such programs.

  • Prepares reports and tracking information to regional management for review highlighting loan volume, fair lending compliance, local marketing efforts etc. and/or problem areas.

  • Works with local Bank Community Development Officers to effectively meet CRA, Fair Lending and all Emerging Markets objectives while meeting all loan volume goals.

  • Actively learns, demonstrates, and fosters the Umpqua corporate culture in all actions and words.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor's degree required.

  • 5-8 years of experience in the areas of corporate responsibility, to include: nonprofit relationships, community engagement, volunteerism, philanthropy or CRA compliance.

  • Requires the ability to thoroughly comprehend programs and policies and be able to communicate these policies.

  • Demonstrated ability to develop and nurture relationships with a broad-based network of housing professionals and organizations

  • Demonstrated ability to understand and work with secondary market, government, local assistance, and bond and portfolio products.

  • Strong interpersonal skills to effectively approach influence and develop business relationships with local and regional Home Lending Management

  • Demonstrated ability to recruit and train loan officers and branch sales managers.

  • Excellent problem solving and analytical skills.

  • Strong organizational and negotiation skills.

  • Excellent verbal and written communication skills.

  • Bilingual preferred

  • Ability to organize workload, prioritize and coordinate multiple tasks.
