Who We Are: The goal of the Washington State Department of Services for the Blind (DSB) is to assist in the stable employment and increased independence of Blind, Deaf Blind and Low Vision customers. DSB provides training, counseling, and support to help Washington residents of all ages who have a visual disability to pursue employment, education, and independent living. About the Opportunity: As the Human Resources Manager, you will lead HR priorities, programs, and reporting for the Agency HR Unit. You will set strategic direction, develop programs and reports to measure success, and collaborate with agency members to achieve HR goals. You will work closely with Department of Enterprise Services (DES) Small Agency HR Business Partners, DES SA Finance, and the Office of Financial Management (OFM) State HR on recruitment, onboarding, timekeeping, and performance evaluations. You will ensure timely HR communications and data flow between DSB and DES HR. Additionally, you will oversee the DEI/Training Program Manager in ensuring the agency works to identify systemic barriers against marginalized communities, such as people of color and people with disabilities, to dismantle the agency's internal policies, procedures, systems, and practices that perpetuate inequity. Your efforts will focus on creating an inclusive work environment where staff feel supported, respected, and are representative of the agency's diverse participants and state residents. Based at the DSB Headquarters Office, you will manage HR policies, processes, and projects to support the agency's workforce and its mission.

* Some of What You'll Enjoy Doing Includes: *

Determining critical talent priorities, programs, and reports that need to be designed and created

Designing and leading all talent development programs to support a streamlined and scalable user experience of key people processes across the agency

Collaborating with human resources colleagues and stakeholders to create standard operating procedures for areas such as leave management, file management, position management, records management, and talent management

Developing data-driven mechanisms to help grow, evaluate, retain, and rotate key talent across the agency

Researching and analyzing best practice human resources strategies that meet contemporary business practices and current legislative requirements, and recommending improvements to the Assistant Director of Human Resources and Training (ADHRT) and the Executive Leadership Team

Ensuring equity is embedded in human resources processes, while standardizing and streamlining how human resources are conducted
